Engineering Bureau Chief - Responsible for oversight of the activities of City Engineering Division engineering staff and consultants engaged in planning, design & management of road/bridge construction, and other activities affecting City owned assets within the ROW. Strategic planning & Department/Division vision and policy development; ensuring federal, state and local policy, rules and regulations are followed. Program management in directing the planning and implementation of road and bridge projects, identifying and securing funding, developing scopes of work, managing contract schedules and budget issues, developing standards and specifications, and document control. Directing the work of staff, consultants and contractors, approving payments of invoices, maintaining project schedules, coordinating resources, and ensuring conformance with engineering standards and regulatory requirements.

Responsible for "cradle to grave" engineering, contracting and management of Public Works infrastructure construction projects for the City of Detroit. Provided engineering guidance related to construction project management and/or design for various municipal infrastructure including roads, bridges, retaining walls, utilities, site designs and other capital improvement projects. Performed plan reviews for public and private projects located throughout the City of Detroit. Represent the Department/Division with individual or groups of citizens, public agencies and/or with private stakeholder groups, providing input on construction methods and practice. Contributing member of Detroit DPW's Technical Review Committee, providing input on the construction and staging of critical projects affecting City owned right-of-way within the City's Central Business District.

Oversight & direct management of projects for this U.S. subsidiary of Japan's Nippo Corporation, the world's foremost provider of services as Engineer and General Contractor for highly specialized proving grounds and test track facilities for automotive manufacturers and suppliers. The hallmark of this construction is the requirement of the very most stringent of specifications and standards, and their execution during construction. This position was particularly rewarding as a cross-cultural experience.

Managed transportation engineering projects in the Detroit office and provided engineering support nationwide for this ENR Top 20 design firm, as a member of Parsons' Transportation Group.Participated in projects ranging from: highway and bridge final design, roadway and corridor 3-D modeling, Design-Build, early preliminary and conceptual design, roadway scoping, roadway rehabilitation, Environmental Impact Statements, major structural field inspections, traffic control and construction staging, light rail design, retaining wall design, utilities relocation, right-of-way acquisition, traffic impact studies, major airport roadway design, and preventive maintenance engineering.
