Managing 3-4 annual maintenance contracts (average $3.5 million each) for the City of Houston in the Wastewater Operations Sanitary Sewer Rehabilitation and Renewal by Pipe Burst and Cured In Place. Typical contract amount averaged $3 to $4 million each. Typical contract installed 50K to 60K of pipe by pipe burst, 20K-30K of CTV, 10K to 20K of CIPP, and restoration items (concrete and asphalt). Managed daily activities with Foremans and helped resolve issues with City personnel, citizens, and other departments with the City. Provided justification and documentation for change orders for work determined outside contract scope, Worked directly with the City on issuing work orders, attending progress monthly meeting, resolving issues with various work orders directly with City upper management. Organized and executed the contract close-out procedures with the City. As far as Portland office:Managed field & office employees, equipment (repairs, maintenance, requesting additional), and ordered materials. In the office I implemented standard operating procedures based on my past experience with the City of Houston. Trained employees to track daily payments, monthly pay estimates and to complete and submit required documents to the City of Houston. Developed and maintained a professional and comfortable working environment to encourage hard work and selfless attitudes.

From 2004 to 2015 worked with the City of Houston Wastewater Operation Construction Branch that Inspected and approved installation on over 10,000,000 feet of rehabilitation by Pipe Burst (approx. 80%), Cured In Place (approx. 15%), and Open Cut (approx. 5%). From 2008 to 2015 directly involved with all processes of each rehab method performed on each contact: Cleaning and Televising (CTV), Point Repairs, Open Cut, Pipe Bursting (PB), Cured In Place (CIPP) and Manhole Rehabilitation. Worked directly under Managing Engineer of this group and in his absence was always given his day-to-day responsibilities from 2007 to 2015 as a Project Manager and Sr. Project Manager. Tracked contract spending and rehab footage for 20 plus contracts being executed simultaneously each year. Approved and overseen contract close out process. Reviewed and responded to numerous contract documents (Monthly Pay Estimates, RFIs, Change Orders, etc...). Attended and participated in Monthly Contractor’s meeting.Worked on teams that developed numerous SOP documents for several different ongoing procedures. Developed numerous SOP for Wastewater Operations Construction Branch. Sent to numerous meetings and several team projects that developed new procedures and programs. I was the Construction Branch representative and helped to integrate our day-to-day process into the new upcoming programs. Worked closely with staff with continuous training on day-to-day activities. Encouraged open discussions and ask as many questions as needed to understand the process and procedures. Performed dirt work and underground utilities for a Walmart in Aransas Pass TX and an elementary school in Webster TX. Also laid out building corners, curbline storm & sanitary sewer manhole locations, fire hydrant locations, project corners using a total station. Also installed grade stakes for elevations for dirt work, building slab, storm sewer and sanitary sewer, and proposed pavement (asphalt and concrete). Master Conctractors went out of business in May of 2001

Inspected installations of 20 miles of dual 24" steel cylinder pipe for recycled water through San Antonio TX. HDR Eng. had a contract with San Antonio Water Systems (SAWS) to provide inspection for this project. We were also required to relocate water and sewer lines that conflicted with the proposed Recycled Water Line installation. My duties included inspection to confirm installation according to specifications, review and approved monthly quantities for each contractor. Terminated due to project completion.

Inspection of the Lake Texana project which was 101 miles of 64" steel cyclinder pipe from Corpus Christi TX to Edna TX. I was responsible for inspection approx. 20-30 miles of installation of the 64" steel cylinder pipe. Confirm the pipe was installed per specifications.

I started my training as a Construction Surveyor in March of 1993 as the company I worked for was doing the dirt work for a Super Wal-Mart in Kingsville TX. I was responsible for locating the building corners, curbline, storm water, water line, and sanitary sewer manholes using a total station. Installed cut stakes and grade stakes (hubs) for sub-grade, and road base. Next project was a recycled county road project in George West TX with TXDOT. We recycled the existing road in stage and mixed in concrete stabilization. Again, set grade stakes for subgrade and final grade. After the George West project I was considered a Construction Surveyor per Master Contractor. Next, we performed the dirt work for another Wal-Mart in Kingsville TX. Again, located building corners, curbline, sanitary and storm sewer locations using a total station. Installed cut stakes and grade stakes (hubs) for final grade. Then went to San Marcos TX to perform the dirt work for another Wal-Mart. Next was the dirt work for a movie theater in Austin TX. Last performed the dirt work for an apartment complex in Portland TX. Same responsibilities as the dirt work performed on the Wal-Marts.
