I am a Police Lieutenant with over 28 years of experience. I currently Command the Professional Standards Unit at my agency. As such, I oversee all internal affairs investigations, training, accreditation, policies and recruitment. Prior to my current assignment, I served as Watch Commander in charge of all field activity and field investigations. I allocated resources and personnel as needed. I took command of all critical incidents and submitted after-action reports to the Executive Staff. In 2016, I was named the Executive Director of the Kingsport Emergency Communications District. I served there for three years, and my duties included overseeing all aspects of dispatch and 911. I collaborated with all local emergency services, state and local boards, telecom providers and the City of Kingsport. I also managed the budget and handled all personnel matters. Previous investigative experience includes supervision of our Criminal Investigations Division. I have served as a detective in several capacities over my career. I have developed advanced interview skills, a proficiency in physical and electronic surveillance, a competency in covert investigations and the ability to identify, develop, and protect informants. I have prosecuted cases at the local, state, and federal levels and I have a deep understanding of due process. In 2011, I was appointed as the Accreditation Manager. I kept all policies updated as needed to comply with the standards set forth by the Commission on Accreditation for Law Enforcement (CALEA). CALEA is an internationally recognized and revered accrediting body. My duties also included providing physical proof that all the professional standards were met. Additionally, I supervised the Evidence Unit during this time. Since 2016 I have been employed by the University of Tennessee’s Law Enforcement Innovation Center (LEIC) as a teaching associate. I have collaborated with LEIC to develop and deliver curriculum across the state of Tennessee on topics such as Sexual Assault Investigations, Domestic Violence Investigations and Report Writing. I have also taught Law Enforcement classes at the Walters State Community College through their Basic Police Recruit School. I have been a martial arts instructor since I was a teenager and have literally taught thousands of students over many years.
