As part of the NNSA executive leadership team, I provide day-to-day administration and integration of NNSA workforce, staffing, administrative, and organizational operations for the political leadership of NNSA. Strategically, I advise the Administrator in the areas of workforce, organizational, programmatic, policy, planning, and oversight issues.Serves as the primary point of contact within the NNSA Office of the Administrator for senior DOE federal executives and political appointees on NNSA equities within the DOE.Primary integrator of information, communications, and activities that directly impact NNSA overall organizational and workforce issues across the nuclear security enterprise.

As a member of the Senior Executive Service, I stood up a statutorily mandated office to provide independent, data driven analysis directly to the NNSA Administrator on all aspects of the nuclear security enterprise, leading to better mission planning, budgeting and performance. Specific responsibilities include:- Principal advisor to the NNSA Administrator and the Secretary of Energy with respect to cost estimation and program evaluation for NNSA- Conduct independent cost estimates and cost reviews of major programs- Manage the annual Program Review to build the multi-year NNSA budget- Lead, guide, and advise on Analysis of Alternatives for major programs- Review Technology Readiness Assessments for major programs- Develop a programmatic and cost data collection system for use in cost estimation

- Led the FY 2015 and 2016 NNSA Program Review as part of NNSA’s Planning, Programming, Budgeting, and Execution (PPBE) process, resulting in on-time delivery of a high quality, integrated ~$12B budget to the Secretary of Energy. Accomplishments include:- Stood up the office of Program Review & Analysis (PR&A), an independent analysis office reporting directly to the NNSA Administrator, which provided advice and review of major NNSA programs and projects in support of the annual budget programming review

- Evaluated cost and technical performance metrics, modeled program execution, and presented independent cost, schedule, and programmatic assessments for major weapon programs directly to the Undersecretary of Defense for Acquisition, Technology, and Logistics at Defense Acquisition Board reviews- Briefed 3-star level and above decision-makers on projected program execution and analysis of options- Provided top level budget guidance to military services in preparation of annual budget submissions- Recommended OSD CAPE response to acquisition strategies, acquisition program baselines, and acquisition decision memorandums

- Program management of “seedling” projects, including proposal evaluation and financial monitoring- Reviewed white papers, served on proposal selection committees, and explored new S&T areas- Led workshop for proposed new FY05 DARPA program in 3D massively parallel assembly

- Built strategic alliance with Raytheon and cemented partnership by winning two competitive UC grants- Planned and monitored operating budget ($3.5M/year) and wrote quarterly technical reports for NASA- Managed and planned inaugural launch event of CMISE, a NASA funded research institute at UCLA

- Prepared project proposals, briefings, posters, and summary reports for DARPA- Designed and performed wind tunnel tests of real time flapping wing control using MEMS actuators- Created simulation of the flapping wing commanded by a distributed control optimization algorithm

- Wrote software agents simulating Iraqi countermeasures to Allied air strikes in a theater-level campaign

- Rewrote a 100,000 line C++ Bayesian tracking and correlation program to spot targets from radar clutter - Modified Metron’s Naval Simulation Systems to model case studies for the intelligence community- Worked on site with pharmaceutical clients to optimize territories of sales representatives
