As a federal contractor employee and a member of EPA's National Geospatial Support Team for nearly eight years, I participate in the organization, planning, and implementation of EPA's national geospatial program.Woolpert, Inc. was awarded the federal EPA contract in June 2017. My job description and functions have been consistent through my 12 years of working for EPA as a contractor for both Woolpert and Innovate. As a member of EPA's National Geospatial Support Team, I perform several tasks for EPA. A sample of the tasks include:- Routinely perform complex GIS analysis using Esri software to create datasets to be used in reports and maps on environmental topics. Make datasets available as downloadable data for the public or web services for web mapping applications, ensuring that federally-compliant metadata accompanies all data.- Interact with Agency GIS users in regional and program offices (e.g. Air Quality, Office of Water, Enforcement, etc.) to provide technical support on data inquiries and geospatial software.- Design and maintain Agency web mapping applications to allow data sharing within the Agency and with the public.- Write technical documentation for an Agency-wide audience on several topics including procedure manuals for geospatial software functionality and instructions for creating federally-compliant metadata.- Deliver training on various aspects of ArcGIS Online web mapping software to an Agency-wide audience via webinar.

Worked with a team of geospatial professionals to provide GIS and web mapping support for County departments.For the County's Emergency Management department, I performed the following:- Led meetings and managed the work of an external consultant to develop the County’s emergency management web mapping application. Managed the external consultant’s work and tracked expenditures which greatly improved control over contract spending and delivery of products.- Created and managed geographic datasets and fostered relationships with data providers in other governments to gain access to best available data. Coordinated with others to assess ways to use GIS to collaborate on emergency and disaster response across jurisdictional borders.- Presented the emergency management web application at regional and statewide stakeholder meetings and held user acceptance testing sessions to capture user requirements for web map development. For the County's Survey department, I collaborated on an inter-departmental effort to develop a web mapping application to deliver County survey and plat maps to end users, replacing the antiquated system previously in use. Participated in all phases of project from data and services design through cartography and web page configuration.

As the first-ever geospatial professional dedicated to DEQ's Environmental Cleanup and Emergency Response Program, I worked to put in place a GIS infrastructure for the Program. This included the following:- Provided geospatial and environmental data management services to over 20 Cleanup Project Managers and Emergency Response Coordinators throughout Oregon.- Analyzed environmental data to characterize the condition of a location with regard to chemical contamination and potential human health effects. Created tables and graphics depicting extent of contamination in soil, groundwater, stormwater, or sediment, and reflecting progress toward ecological goals.- Fostered relationships with other agencies, consulting firms, and analyitical laboratories to facilitate data transfer and resolve questions regarding data to ensure quality. Represented DEQ's environmental data collection effort at stakeholder and professional meetings.- Participated in emergency management exercises and drills dealing with oil and hazmat spill scenarios.- Advocated for data, software, and hardware improvements to strengthen environmental data analysis and cartographic capabilities.- Managed an effort to improve Environmental Cleanup data storage and retrieval by standardizing data formats with the goal of creating a single data standard template in which consultants would submit data.- Improved federally-mandated reporting by creating a standardized routine for spatial analysis and a consistent design for map products.- Co-managed an effort to create a statewide emergency response GIS platform (Oregon Incident Response Information System) to provide DEQ responders with a method to map sensitive environments, human populations, and infrastructure in the event of a natural disaster or hazardous substance release.
