Profile bio

About Steven Karras

I stood up and now lead new operational assessment capability as well as business improvement and quality in the Regulatory Operations Division for the NDIS Q&S Commission. (merit list Band 1 level to October 2024). I have gained valuable insights from many years of delivering across jurisdictions (Commonwealth and State), departments (NDIS Q&S Commission, Immigration and Border Protection, NSW Communities and Justice), and disciplines (program, service, operations, regulatory).Valuing life-long learning, my post-graduate qualifications (law, business, regulation and governance) and graduating from Australian Institute of Company Directors and achievements are underpinned by three key strengths. Firstly, a pragmatic approach to problem solving focussing on adaptiveness to work through structural barriers (policies, systems, processes). Secondly, creating and leading high performing teams to break through cultural barriers. Thirdly, partnering with a range of state and non-state actors in governing a wide range of highly complex and sensitive environments through a sound governance approach. Together with having the trust and support of the people you lead, and your boss, it also contributes enormously to displaying the courage needed for some of the more ambiguous contexts and challenging environments I have worked in.Examples:- Regulatory; leading operational assessments and business improvement and quality (NDIS Commission), the professional standards branch managing integrity and conduct issues for an entire law enforcement organisation, moving from purely transactional effort to cultural endeavours, incorporating contemporary informal regulatory approaches to complement the formal regulatory effort.- Program and project delivery; strategy, design and commissioning of a $3.8b infrastructure investment program, leading to rectifying a faltering implementation program yielding hundreds of millions in recurrent savings for government.- Program and service delivery; through whole-of-State leadership, as well as visa programme decision making.-Operations; through whole-of-region leadership of irregular maritime arrivals at a time of heightened activity, complexity and sensitivity, giving evidence before the Joint Select Committee into Mandatory Detention, and managing state-wide detention services. With the wider responsibilities that come with senior executive service, I also value corporate contribution, mentoring future leaders, pastoral responsibilities for whole states, and delivering presentations domestically and internationally.I
