Until December 2018 Kosmatka, as VP of Research and Technical Services, directed activities to achieve the strategic objectives of the Portland Cement Association (PCA). He ensured the collection, analysis, presentation, and delivery of information to create and leverage strategic value through engineering, research, and education activities for the PCA. PCA research typically engaged over 100 projects per year at over 30 universities and research centers throughout the US, Canada and Europe. He serves as a globally recognized subject matter expert and leader in the concrete industry. He represented the industry at conferences and on boards/committees of national and international organizations, such as RMC Research & Education Foundation, ACI, SDC, ASTM, ECRA, NCPTC, FHWA, ICCC, ACBM and TRB.He oversaw development and implementation of product standards and codes to ensure consistency in technological transfer of knowledge and standards to all interested parties. He directed the research program and advised on the management and funding of research projects to meet the needs of industry goals and communicated new concrete technology and research findings to members and the public. Working with the Board of Directors, Kosmatka administered the educational efforts of the PCA Education Foundation to ensure a continuing pipeline of trained scientific industry research professionals.
