As a Group Manager on the GSA ANSWER contract at Los Angeles Air Force Base (LAAFB) in El Segundo CA, I provide base wide IT services for the entire base. Manage the 61st Communications Squadron team that composed of 57 full-time (exempt and non-exempt personnel). Responsible for planning, organizing, and directing all the IT operations for the task order. Administer task activities from a contract level, which included: project cost estimation, monthly report generation, audits, task order modifications, task order closeouts and recruitment. Schedule tasks and assigns duties to Task Managers/Supervisors. Interface in person, via telephone and e-mail with GSA ITMs, Client Representatives, other Government personnel as required. Formulate and review Task Order plans, contract deliverables, and ensures conformity with standards. Assign, schedule and review work of subordinates. Approve and coordinate company sponsored training for subordinates, manage leave schedules, and ensure that tasks are staffed at appropriate levels to accomplish work objectives. Provide technical support through leadership of the services delivered under the ANSWER Contract to ensure to the maximum extent practical that services and related products satisfy the requirements and the needs of the client. Actively applies quality assurance measurements to managing personnel. Support the LINC Group Management Office as a subject matter expert for the Lawson ERP, Databasics, Timekeeping and Seagate Reporting Systems. The task is divided into the following sections Network Operations, Information Assurance, Configuration Management of the desktop, Server Administration, Second level help desk (Job Control), Telecommunication, IT warehouse and Network architecture. The task provides enterprise solution and services for Air Force personnel, government civilian and other contractors at Los Angeles Air Force base (4,000 users) for Space and Missile Center (SMC) for Air Force Space Command (AFSPC).

As the Deputy Program Manager for the Walt Disney Imagineering Engineering (WDI) Services contract I provided engineers to Disney to develop theme park rides. Manage a group of 45 employees with skills ranging from engineers to technicians. Plan, organize, direct, coordinate, control, report, and refine business activities to achieve quality cost schedule and performance. Implement a program business plan and evaluate the program performance against the plan. Provide strategic and tactical planning, including Annual Operating Plan (AOP) for the WDI project. Develop and monitor program costs using Visual Basic, Microsoft Access and Microsoft Excel. Create and track invoices to the customer (WDI). Establish program information/communication by creating internal web pages for employees using Microsoft FrontPage. Temporary relocated 4 employees to Tokyo, Japan and 2 employees to Orlando, FL by integrating the customer relocation policies with Northrop Grumman's relocation policy. Interface with external customer on a continuous basis to ensure customer satisfaction, and support the continuation and expansion of the business. Act as the principle interface with the customer in the establishment and conduct of all contract interpretation, modification and issues. Ensure compliance with company policies, contract requirements, and applicable laws and regulations or seek approved amendments through appropriate management channels. Provide clear direction, motivation, support, and coaching to department employees and other team members. Recruit, interview, and staff qualified technical candidates for vacant openings.

As a Configuration Management Specialist I was involved in the Production Configuration Audit activities (PCA) on the B-2 program, which includes monitoring subcontract and vendor data deliveries. Represent Engineering and Configuration Management (CM) for defining requirements for a new Product Data Management (PDM) System using Metaphase. Develop system requirements and analyze systems interfaces to minimize system impact and to ensure system performances. Coordinate user testing of in-house computer programs and system upgrades. Develop a report from various mainframe and workstation databases to identify ECP (Engineering Change Proposal) to part numbers for Air Force customer, received a TAP award for this effort. Represent Configuration management at customer sites to identify critical hardness parts and assemblies for the B-2 program. Work with Air force customer (SPO) and software programmers to identify 90% of the possible spare parts for B-2 flight test vehicles using existing computer databases and software programs, saving the customer over $2 million dollars. Acted as the CITIS (Contractor Integrated Technical Information Service) Program Manager for the B-2 program office. Deliver contractual technical data electronically, by a process that integrates data management system with company electronic data, rather than the data actually physically data delivered to the customer. Allow government users access to view, comment, and download data or perform a variety of other functions. Interface with defense customer regarding SOW (Statement of Work), requirements (MIL-STD-974), budgets and schedules. Provide a user friendly Motif graphical user interface (GUI). Provide ad hoc queries capability. Re-engineer and optimize the change management process. Started the CITIS help desk to answer questions and delivered engineering data electronically prior to implementation of CITIS at the customer site.

Prepare and release detail, assembly and installation drawings using 2-D and 3-D computer graphic programs to ensure the successful collection of flight test instrumentation data for a missile program. Perform basic stress analysis. Have a working knowledge of material and process specification, design manuals and DRM standards. Interface with manufacturing and flight test technicians to ensure that designs are properly communicated, documented, and installed correctly. Provide support to instrumentation engineers and others to ensure that a systems approach is taken in the design of vehicle instrumentation.

Act as Engineering focal point for coordination and recommendation for the Electrical Systems software development programs (Northrop Electrical Wiring System - NEWS, CADEX, and 863B). The mainframe applications ran on an IBM MVS 390 using DB2 relational databases. Applications developed using C and PL1 software. Represent Engineering to review, modification, approval, and prioritization of the system requirements. Provide management visibility concerning budgets, staffing, quality, and schedules on engineering projects being completed by MIS departments. Approve data dictionary and database design for B-2 program wiring system. Test and validate all programming changes. Monitor online and batch programs for performance issues. Work with programmers to modify and debug computer programs. Involve on TQM teams combined with computer programs to reduce engineering and manufacturing errors. Provide training and expert user support in EPL and NEWS engineering computer systems. I controlled the configuration of all B-2 wiring systems from a software development point of view. Support all NEWS, 863B interfaces to EPL, ICMS, NCAD, and CADEX systems. Act as the B-2 program office focal point for "ARTSTARS" (a master scheduling program) developed using ARTMIS.

Maintain a 3-dimensional "baseline" model for the entire B-2 air vehicle. Provide 3-D baseline compute models to the engineering design department for incorporation of engineering changes. Provide quality audits of "Fit and Function" verification of 3-D baseline models (NCAD). Generate various reports using standard programs and SAS language to verify the accuracy of the 3D baseline models to the Engineering Parts List (EPL).Review engineering drawings to verify conformance to B-2 program requirements. Verify that 2-dimensional and 3-dimensional computer graphics were compatible and consistent with military and Engineering Document Review Manual (EDRM) requirements. Check wire harness drawings to insure that they meet engineering and manufacturing requirements. Define the requirements for a program to verify 3-dimenstional wire harness model (NCAD) to the wire harness list (DB2 database) and provide automatic update of information between the two main frame computer applications. I participated in the development of the prototype wiring system for the B-2 air vehicle.
