As Senior Energy Manager (SEM) I support the Principal Energy Manager (PEM) in working with the Top Level Budget Holders (TLBs) to develop and deliver energy efficiency and generation programmes as part of a master planning approach. This involves working closely with the TLB Infrastructure teams, the Defence Utilities Group (DUG), Area Utility Managers (AUMs), Senior Area Utility Managers (SAUMs) and the Utilities Programme Management Office (PMO) to identify opportunities, monitor progress and track benefits. I’m also responsible for programme managing key workstreams delivered by the SAUMs/AUMs such as Energy Master Plans, Smart Metering and VAT Recovery. Additionally I also assist the PEM with discharging their functional lead role for the SAUM/AUMs, a role that guides and supports the SAUM/AUM’s professional development and includes mentoring. A key element of the role also include the provision of professional advice and insight in all matters related to energy management, efficiency and generation for DIO and the MOD.

We work with site teams to identify opportunities for technological interventions and targeted behavioural change campaigns.Our aim is to reduce energy use and help the MOD to meet its Greening Government Commitment targets to reduce carbon emissions 25% from 2009/10 levels by 2015.

I developed the first integrated unit level "Holistic Energy" plan. My plan capitalized on the concept of integrated best energy stewardship practices in facility, aviation and vehicle energy. FY13 energy savings consisted of the following: Facilities, $1.3M; Aviation $305K; Vehicles, $220K; Totaling $1.8M of holistic energy.I incorporated my holistic energy ideologies into the FY13/FY14 Energy Action Month plans which delivered 50+ cross-functional activities in FY13 and a further 200+ activities programmed for FY14. The total number of personnel and family members involved in FY13 exceeded 20,000 and saved half a million dollars. The program is now the benchmark for the USAFE Major Command.I created the innovative and satirical “The ReSOURCERS” Comic Strip which raised the bar for cultural awareness across the entire Air Force via social media. The initiative was praised by the Deputy Assistant Secretary of the Air Force (Energy). Finally, I drove institutional changes by empowering high energy consumers and over 400 onsite Facility Managers (FMs) to take ownership for future utility reductions. I provided FMs with the tools to benchmark usage, trained them to find low cost improvements and incentivized the entire process with a new "Energy Saver of the Quarter” Award. My process led to $115K in savings in FY13 through continuous process improvement techniques. I also partnered with industry in running the first unit level energy/water symposium.
