Senior Engineer Iii
Maintain and operate the City’s hydraulic water model in InfoWater (with EPANET Engine), project growth, identify system deficiencies, identify remedial solutions to resolve deficiencies, evaluate improvement alternatives and risks, assist in operational troubleshooting, plan and manage Capital Improvement Program projects, and utilize tools like Python, R, FME, GIS, and Power BI to perform advanced statistical analyses on large data sets, create custom simulations, and create visualizations for cognitive efficiency.Developed a risk assessment simulation model (RASM) that combines hydraulic and statistical modeling techniques to quantify and mitigate risks associated with temporary shutdowns of critical water distribution facilities. The RASM was developed in Python and reads the Fire Department’s building fire event data set from the Open Data Portal, generates probability density functions to model building fire occurrence in each geographic fire station area, and executes an object-oriented discrete event simulation to create geocoded build fire events. The output is paired with hydraulic model output to identify vulnerabilities (with respect to firefighting capacity) under various operating scenarios.Developed a machine learning model to predict water main failure rate and guide replacement planning. FME was used to merge, transform, and clean spatial and non-spatial datasets, including water main shapefiles, hydraulic modeling output, soil rasters, and failure history data. Python (specifically, a random forest algorithm from the scikit-learn library) was used to statistically analyze water main failure rates and label individual water mains in the model training and test sets. GIS was used to calculate a prioritization score for each water main given its assigned failure rate and consequences of failure (i.e. assumed social and regulatory impacts of failure). Model output was optimized in GIS for efficienct visual processing of prioritized water mains.
Engineer Ii/Iii
Maintain and operate the City’s hydraulic water model in InfoWater (with EPANET Engine), project growth, identify system deficiencies, identify remedial solutions to resolve deficiencies, evaluate improvement alternatives and risks, assist in operational troubleshooting, plan and manage Capital Improvement Program projects, and utilize tools like Python, R, FME, GIS, and Power BI to perform advanced statistical analyses on large data sets, create custom simulations, and create visualizations for cognitive efficiency.Managed the City’s Lake Gaston Pipeline Operations and Maintenance Contract and annual operating budget to insure reliable delivery of the City’s raw water supply.Managed complex stormwater studies to update the City’s stormwater inventory, evaluate the capacity of existing infrastructure via hydrologic and hydraulic modeling in PCSWMM, and analyzed improvement alternatives to mitigate flood risk.Developed and maintain Python scripts to web scrape data from the USGS’s website, analyze rainfall, tidal, and wind data, create interactive and cognitively efficient visualizations, and inform hydrologic and hydraulic stormwater model inputs. Script output is used to inform Power BI reports that allow interactive slicing and spatial analysis of data.Developed and maintain a Python script to web scrape 7-day wind speed and direction forecast data (with 1-hr time step) from NOAA’s website, retrieve the current water level in Virginia Beach’s Back Bay, and predict the change in water level at each time step to determine risk to low lying properties potentially impacted by wind tides. The resulting model was calibrated and validated to 0.3-ft accuracy using paired-t confidence interval testing, root mean squared error, and index of agreement validation techniques.Managed the City's Sanitary Sewer Evaluation Study (SSES), Flow Monitoring, and Hydrologic Modeling Programs in support of the Management Operation and Maintenance Program.
Project Engineer
Routinely used DHI’s MIKE URBAN software to develop and calibrate locality sanitary sewer system models, and assess capacity with respect to dry weather and wet weather flow conditions.Routinely used EPA’s SSOAP Toolbox to model dry and wet weather flow characteristics for locality sewer pump station service areas. This was for compliance with the DEQ Consent Order.Reviewed CCTV video and prepared a PACP compliant defect scoring summary to support repair and replacement decisions. Provided part-time inspection services for various pipeline replacement and rehabilitation projects.Performed a utility survey for a military installation, involving GPS location of utilities, GIS mapping of utilities, condition assessment (via CCTV and hydrant flow testing), and preparation of a report summarizing asset condition and improvement recommendations.
Assistant Project Manager
Reviewed plans and specifications in order to schedule activities, evaluate constructability issues, and order materials.Created submittal packages for engineer’s review.Assisted in preparing bid documents at Norfolk International Terminals.Erosion and sediment control plan implementation, and wetlands monitoring.
Engineering Intern
Gained exposure to water, storm, sewer, and HECRAS modeling.Performed site grading for subdivisions and commercial developer projects.Compiled detailed cost estimates, using complete plans and specifications.Regularly performed drafting services for various site plans using AutoCAD.
