Mr. Samnick has 23+ years managing proposals, a year in contracts, plus 10 years in COTR positions for the USAF. During his 6 years at L-3, his win rate was nearly 70%. This included winning two large IDIQ proposals, CIO-SP3 IDIQ ($20B) for NIH and the DIA SIA II procurement ($5.6B). Another large single award winning proposal was the NASA Simulation & Software Technology II ($124M). Other wins included the Metropolitan Washington Airports Authority (MWAA) for $15M and Geospatial services at PACAF for $55M. He supported the win of six SPAWAR pillars and a $135M Bureau of Labor and Statistics (BLS) effort. A USAF veteran, he has 10+ years’ experience providing technical and administrative support to command personnel, weapon system and nuclear test experts, and oversight for contract personnel working on scientific and test standards for electromagnetic compatibility (EMC) studies.
