Mr. Samnick has 23+ years managing proposals, a year in contracts, plus 10 years in COTR positions for the USAF. He is intimately familiar with scheduling, directing, and budgeting staff resources for diverse proposal efforts, including virtual teams. He's run hundreds of color reviews, kickoff meetings, reviewed proposals for compliance, and mentored other proposal support personnel. He directs proposal coordinators, graphics, tech writers, editors, desktop publishers, and SMEs. He's worked with Senior Mgmt, Capture Managers, and a plethora of subcontractors, managing proposals from small TOs to $450M+ single award bids, plus multi-billion dollar IDIQ submittals.Clearances: TS/SCI DoD (8/27/2013); CI Poly 6/2017Current clearance: Secret At SAIC, Mr. Samnick has managed several proposals including the classified $280+M Rushmore effort for the NRO. To date, he has managed two winning proposals and supported more than a dozen, overall. At Leidos, he managed 6 proposals and two FPRs in 14 months, ranging in values from $20-170+M. The largest of these was the (winning) Science & Technical Engagement Partnership (STEP) effort for DTRA. At TASC he managed classified and corporate level, strategically important proposals. During his 6 years at L-3, his win rate was nearly 70%. This included winning two large IDIQ proposals, CIO-SP3 IDIQ ($20B) for NIH and the DIA SIA II procurement ($5.6B). Another large single award winning proposal was the NASA Simulation & Software Technology II ($124M). Other wins included the Metropolitan Washington Airports Authority (MWAA) for $15M and Geospatial services at PACAF for $55M. He supported the win of six SPAWAR pillars and a $135M Bureau of Labor and Statistics (BLS) effort. A USAF veteran, he has 10+ years’ experience providing technical and administrative support to command personnel, weapon system and nuclear test experts, and oversight for contract personnel working on scientific and test standards for electromagnetic compatibility (EMC) studies.
