As the task and project lead for strategic operations, I lead a team of five direct reports, two affiliated tasks, and a rotating set of reach-back support to identify and oversee a transition to the future business of geospatial intelligence (GEOINT) for the United States Government. This effort involves setting strategic vision for the sponsoring agency, identifying achievable technical development paths, providing an articulate and convincing narrative to inspire the agency into action, and measuring progress towards the goal.Managing this task requires balancing technical experimentation and strategic thought with constant demands to balance personnel skills using internal reach-back to meet sponsor needs. Task delivery has included writing an achievable future state of GEOINT, providing the mission guidance for agency strategic program creation, and setting expectations for enterprise design and engineering. The overall impact of decisions and guidance provided through the Persistent GEOINT task has whole-agency impact over long time durations measures at a multi-$Billion scale and impacting many thousands of people.

I provided engineering oversight and vision guidance to the ABI Portfolio Initiative. This duty requires a broad range of responsibilities that span vision creation and communication, acquisition (traditional and agile), staff integration, cross-agency negotiation, and myriad other technical and programmatic tasks. The fundamental requirement I satisfied was to ensure that the core vision of ABI is maintained, and all efforts to fulfill this vision are on track. The estimated impact of oversight and guidance exceeds $100M per year.I created, in consultation and coordination with the rest of our team, the concepts and foundational visualizations to illustrate the necessary business changes to senior national leadership (executive and legislative), drafted the core concepts for the enduring systems acquisition (estimated >$100M/yr), and provided guidance and change direction on current acquisitions to begin the transition within the execution year. These systems ran the gamut on technology and concepts, requiring me to educate and train the mainline development workforce on several new topics, most notably the abstraction of information into objects and relationships as represented through semantic technologies.Additional to technical and program management duties, this position required me to be a thought leader and zealot for a dramatic shift in organizational structure, authorities, and scope of work for multiple agencies to maintain relevance in the developing commercial climate.

I was the technical team lead of the initiative and advanced development integration team. This team (4-6 people depending on needs) is chartered with handling myriad technical, policy, and integration challenges in an already complex enterprise while implementing the vision for future technology and tradecraft. This role required constant diligence in managing temperaments and expectations of fellow employees, government clients, and development contractors. Additionally, to assign proper talent or handle an issue myself I had to maintain a broad range of understanding for multiple advanced remote sensing, data manipulation, and knowledge management problems.This technical team is responsible for two highly successful projects in the Activity Based Intelligence and data detection field. Additionally, I led two projects in nascent development along with a suite of concept capabilities.Additionally, my original responsibilities on this program included the integration of two large national security assets into a major systems acquisition. This assignment involves being the lead engineer for all aspects of integration for these programs, requiring domain knowledge spanning mission partner and internal systems. I designed and developed several software tools to enhance the user interface to allow more efficient mission analysis. I spearheaded an engineering effort to reduce mission timelines by over 20% with no technical changes, and laid down the technical foundation on an effort to eventually reduce timelines by over 50% through relatively simple modifications. I was responsible for creating simulations for a variety of clients to include pneumatic and hydraulic flow regimes, along with advanced diesel multi-cycle combustion analysis. In addition to using COTS products to perform physical analysis, I developed several unique tools to automate detection and reporting, greatly increasing the timeliness of initial analysis results. As part of a joint project with John Deere Associates and my undergraduate thesis I pioneered a novel method to reduce diesel emissions by using CFD to design an even burn profile.
