Principal Engagement Adviser - Suburban Rail Loop Precincts
Suburban Rail Loop is a major Victorian Government initiative. It's centrepiece infrastructure is a new 90-kilometre orbital rail line, which is proposed to connect suburbs and regions to jobs, education, health services, Melbourne Airport, and each other. The Precincts and Suburbs group within DJPR led the early investigations of the strategic opportunities associated with the future development of the precincts in which the SRL railway stations are proposed to be constructed (prior to the formation of the new Suburban Rail Loop Authority). This secondment role led the development of a stakeholder and community engagement strategy to support the early precinct planning works associated with the proposed first stage of the project in Melbourne's south-east.

The Strategic Plan will give effect to a 50 year community vision for the Yarra and provide the basis for the future planning of the river corridor and each of its reaches.Landmark legislation, The Yarra River Protection (Wilip-gin Birrarung Murron) Act 2017, identifies the Yarra River and the many hundreds of parcels of public land it flows through as one living, integrated natural entity for protection and improvement. It is the first Act in Victoria to use the language of Traditional Owners in its title, and one of the first in Australia to include Traditional Owner language in the Bill’s body. The requirement for a Yarra Strategic Plan and community vision is underpinned by the Act.This role led the consultation and engagement process to support the development of the community vision and Yarra Strategic Plan. This included:• The design and delivery of an overarching consultation and engagement strategy (and identified tools/techniques) for the project.• Developing and implementing innovative engagement approaches with identified partner organisations, including State Library Victoria, Victoria Walks, Yarra Projects and the Geography Teachers Association of Victoria. • Working collaboratively with Traditional Owners.• Coordination of project communications, including online portal, social media/media support and visual communication tools.• Managing external contractors and suppliers, including engagement consultants, event managers, graphic design studio and videographer.• Stakeholder engagement with key project partners to maximise engagement opportunities and outcomes (including eight local councils and five Victorian Government agencies).• Coordinating the delivery of a collaborative 24 member 'community assembly', using a deliberative-style methodology to determine the final community vision for the river.

Working with O'Donnell Griffin, Laing O'Rourke, the Department of Transport and rail operators in an Alliance to deliver this major project to improve reliability and capacity on the network, I delivered the stakeholder engagement strategy and program for the duration of the project, from the successful tender process to completion of works.I worked closely with the local community, commuters and key stakeholders to help deliver the project on time, with minimal disruption and to help ensure the it adds significant value to the communities of Sunbury and Diggers Rest.
