Program and business development responsibilities providing support to the United States Strategic Command Global Innovation and Strategy Center (GISC). Managed all aspects of target development to include leadership of over 25 USSTRATCOM, Joint Warfare Analysis Center (JWAC), DIA, and NSA personnel in the execution of a $14M Advanced Concept Technology Demonstration (ACTD) CNO program. Drafted and coordinated multiple proposals, Delivery Orders, and associated Statements of Work supporting Scitor business development. Authored Intelligence Tactics, Techniques and Procedures (TTPs) associated with Computer Network Operations Target Development. Authored a Battle Damage Assessment / Effects Based Assessment Concept of Operations that was adopted as the “new standard” for Information Operations by USSTRATCOM.

Medina Regional Security Operations Center (MRSOC) - Developed and implemented the first J39 conducting Digital Network Intelligence in the NSA extended-enterprise. One of 5 Mission Directors across the global enterprise. Managed all aspects of Computer Network Exploitation operations to include: staffing, budgeting, development, design and integration of software and hardware systems for over 110 multi-service military, allied military and civilian personnel. Managed an annual Operations and Management / Procurement budget of over $2M.USS FIFE (DD 991) - Managed 23 naval intelligence personnel conducting cryptologic and electronic warfare operations. Led two teams of 12 personnel as the Visit, Board, Search and Seizure Officer, responsible for enforcing United Nations sanctions in the Persian Gulf. As the ship’s Safety Officer, ensured Occupational Safety and Health Administration standards were met or exceeded.Naval Postgraduate School (NPS) - Successfully completed a two year program and was awarded a Master's Degree in Computer Science (1999).Misawa Cryptologic Operations Center (MCOC) - As Direct Support Officer, deployed on nine separate submarine and surface ships over a two year period.
