Steven served as the Root River District Director for the Three Harbors Council. In that capacity he oversaw a number of aspects of Scouting in the southern portion of Milwaukee County. He was responsible for working with volunteers to run the annual Friends of Scouting campaign, with an annual goal of more than $57,000. In coordinating the Friends of Scouting campaign, Steven utilized Blackbaud CRM to manage his campaign. In addition Steven ran the annual membership recruitment, resulting in growth of 1% average. In addition to his responsibilities in the Root River District Steven also served as Staff Advisor to the Three Harbors Council Popcorn Sale which generates more than $385,000 in revenue for the Council annually. Steven also coordinated the Milwaukee Brewers Scout Night, which saw more than 1,700 Scouts and families attend the outing. Steven also supervised the Lighthouse District Executive in Racine, WI, and the Fox River District Executive in Racine and Kenosha Counties west of I-94.

Steven served as the Root River Senior District Executive for the Three Harbors Council. In that capacity; he was responsible for working with volunteers to provide the Scouting program to the youth in the communities of Franklin, Greendale, Greenfield, Hales Corners, Oak Creek and pockets of Milwaukee. In addition to his responsibilities in his district, Steven also served as Staff Advisor to the Three Harbors Council Popcorn Sale, and the Brewers Scout Night.

Steven served as the Lighthouse District Executive for the Three Harbors Council. In that capacity; he was responsible for maintaining a smooth and effective operation of the Lighthouse District. Aspects of the Lighthouse District operations include overseeing the annual Friends of Scouting campaign, recruiting new youth members and adult volunteers.
