About Steve Layman

As an aquatic ecologist and fisheries biologist, I lead ecological assessments, manage diverse water resource projects, assess corporate water risks, and advance sustainable solutions. I’ve led environmental studies for successful relicensing of more than 25 dams totaling 1,600 megawatts of renewable hydropower, helping to maintain their operational benefits while minimizing impacts and enhancing the environment. My applied regulatory experience includes Clean Water Act permitting, National Environmental Policy Act (NEPA) review, facility siting and permitting, and Endangered Species Act compliance for power generation, pipeline, transportation, infrastructure, and ecosystem restoration projects. My marketing and project delivery of water and natural resource services have generated sole-source and repeat business totaling more than $6 million. I’m a strong client advocate, as evidenced by 21 years of continuous environmental service for a leading electric utility. I’m especially motivated by collaborating with teams to create sustainable solutions that assure the availability of clean water, protect native biodiversity, preserve ecosystem resiliency, and facilitate adaptation to a changing climate. I assisted the development of a water risk assessment tool that global companies are now using to evaluate water scarcity, manage associated business risks, and develop strategies aimed at reducing water use. Through my graduate research, I advanced scientific understanding of the ecology and biodiversity of native freshwater fishes, having published life history studies of riverine species and descriptions of several new species, including a federally endangered fish species.As an avid outdoor photographer, I’m inspired by the beauty of nature and helping others enjoy and value our natural world.
