Serves as the primary adviser to the Chief Financial Officer and Financial Operations Department (FOD) Director on matters related to all financial management systems.Responsible for providing leadership, functional and technical guidance, and support to project teams who plan, organize, evaluate, and control the development, modernization, and enhancement of financial management systems.Works with the CFO, FOD Director, and FOD Deputy Director to provide and conduct strategic assessments, market research, performance gap assessments, and business process evaluation of financial management IT investments. Formulates and monitors the overall investment plan for the design, development, and implementation of new CFO/FOD business systems, substantive programs, services and/or significant enhancements to operational financial management systems.Manages the preparation of the business case justification, OMB Exhibit 300, and supporting artifacts for the major financial management system projects, including the project management plan, risk management plan, acquisition plan, alternative analyses, benefit-cost and return-on-investment analyses, and recommendations regarding the choice of alternatives to stakeholders and sponsors.Provides leadership in areas that may prove to be controversial or complex involving business processes, budget, IT policy, and other issues that may hinder the progress of implementation of systems. Mediates and coordinates activities throughout various PBGC management teams, the OIG and externally with OMB.Serves as a source of authoritative technical advice guidance and liaison on policy, legislative, regulatory, and general business matters, with OMB, Treasury Dep., GAO, and other Federal Agencies and stakeholders. Ensures compliance with OMB Circular A-127, JFMIP, and other Federal requirements for financial management systems.

Provides leadership and coordination to ensure that FOD systems are consistent with PBGC's enterprise architecture and logical data model, and identifies potential opportunities for further systems integration. Provides project level guidance and oversight of FMS assessment, development, and integration. Participates in the identification and documentation of technical designs using innovative concepts and comprehensively addresses related business functions for internal and external stakeholders.
