My analytical work is frequently used in County grant applications, such as the $1.65 million federal grant for the Towson Circulator. I also consult with senior leadership across various agencies, particularly within the Baltimore County Police Department (BCoPD), where I have advised on financially and operationally significant programs, including special operations units, police HR, police legal counsel, and the Special Victims Unit’s (SVU) initiative to investigate historical cold rape cases as part of the Sexual Assault Investigations Task Force.A key part of my role involves visiting and observing various business units "in the field" to document their processes, inputs, and outputs. I translate these elements into quantitative systems models, which allow me to simulate "what-if" scenarios. These simulations help identify bottlenecks, inefficiencies, and the sensitivity of different factors within a system to operational outcomes.Using this approach, I project likely outcomes under specific constraints, such as how a new policy might affect revenue streams, operational dynamics, or financial performance. These insights provide critical intelligence for policymakers, helping them evaluate the broader implications of policy decisions and their potential to achieve intended objectives. Show less
