Deputy Opp Program Manager / Senior Project Manager
• Provide IT project and program management support on the Open Payments Program (OPP) for Centers for Medicare and Medicaid Services.• Proactively build effective relationships with key partners to include peers, functional partners, leaders, and various internal and customer stakeholders through consistent collaboration and communication. There was also the automation for OnePI, DataMart and Data Archive implementation, New Relic implementation, and others. These activities were completed on top of the normal O&M activities for OPP.• In addition to OPP responsibilities, participated in the large majority of panel interviews the IT Program Senior Manager has held with PM candidates providing feedback/advice. Participated in the mentoring and knowledge development of the newer PMs. Work with new PMs to develop an understanding of Remedy and SNOW, also introduce them to the technical stakeholders and on point for ensuring they understand the Release Management/OMM process oftentimes pulling in the Release Manager to conduct overviews.
Senior Project Manager

Program Manager / Special Project Manager
• Responsible for $5 million dollar annual Information Support Services contract at MWAA which provides all information technology support services including: Network Architecture and Engineering, Server Administration, Database Administration, End User Support (Help Desk and Desktop Field support), Software Development and System Analysis, Security Services, and Project Management across two airport campuses (DCA, IAD) and the Rail Expansion and Toll Road office’s located in Tyson’s.• Support and oversee 60+ staff on the contract that is a combination of 6 subcontractors and employees of the prime AECOM. Involved with subcontract agreements, securing modification funding via procurement process, establishing bill rates for labor categories, and estimating work based on requirements. • Responsible for working with customer to establish requirements, creating Statements of Work, and contracting with subcontractors to perform supplemental projects which are outside the scope of base services.• Contract was “bid to win” at a projected annual loss over first 2 years on a 5 year contract. Between additional work secured through supplemental services (higher profit margin) and gaining efficiencies through restructuring have been able to cut losses within first year.• Spearhead all special projects on the contract to ensure completed within budget, scope, and schedule. To date have completed or currently engaged in: Computer Security Incident Response Tabletop, IT Governance Study for Board of Directors, JPMC Move Project, Roundtable Video Conferencing solution, 2010-2011 Bulk Parking, Disaster Recovery Exercise, Security Awareness LMS, Laptop Encryption project, and Security Risk Assessment.• Work with division Director and Vice President to establish contract strategies, respond to RFP’s for additional business, secure business partnerships which expand the scope of product offering, and identify resources for work on other contracts.

• Member of Senior Management team which makes decisions for a $50 million dollar annual contract supporting the USPTO and its entire IT infrastructure with over 400 full-time and temporary contract employees’ onsite.• Oversee 4 task orders which include 7 functional areas (Desktop Field Support, Group Printers, Purchasing, Desktop Deployment Move, Telework, ETC Lab, and SIRA) on the contract.• Support and supervise 5 managers, 9 team leads, and approximately 116 full time employees along with fluctuating temporary worker levels based on special projects (At project peak approximately 25 temps for XP Migration and 70 temps for Carlyle Relocation).• Managed Carlyle Relocation project to relocate USPTO campus from Crystal City to Alexandria over a 2 year period. This was completed in 2 phases with the following statistics: Phase 1 relocated 2,013 users and 6,107 IT assets, Phase 2 relocated 6,988 users and 20,760 IT assets. Surplused 5,134 CPU’s during Phase 2.• Managed XP Migration project and successfully migrated 7,361 systems with a staff that was mainly temporary workers and a few key full time employees over a 2 year period.• Responsible for reviewing and submitting evaluations, handling disciplinary action, driving and directing initiatives, and involved with hiring / firing of all full time employees on my team.• Review requirements and bid special projects and Statement of Work revisions / additions which include resources (full time or temporary), Other Direct Costs, and projected completion plan. Involved with over 90 estimates for various special projects, extensions, and new work to the contract in option year four.• Ensure projects are managed effectively to achieve requirements in terms of budget, scope, and schedule.• Mentor managers, team leads, and employees on process and procedures, career direction, business best practices, managing to budget, and contract dynamics (politics, strategy, guidelines, etc.).
