To plan, direct, coordinate, and support operations and business activities within the County's Finance & General Government Group, which includes the following Departments: Assessor/Recorder/Clerk, Treasurer-Tax Collector, Auditor & Controller, Human Resources, Technology Office, Communications Office, Counsel, Registrar of Voters, General Services, Purchasing, and the Clerk of the Board of Supervisors.

Perform Information Technology (IT) reviews, recommend IT policies, and to facilitate IT strategic and operational planning; and to perform related duties.Current activities include managing a $42M+ project to replace legacy property tax administration systems, rolling out Windows 10 to 13k+ devices, and overseeing the use of Cloud services in the County.

To plan, coordinate, manage, and monitor the progress of large/major Countywide programs or projects in or across departments in a Group; and to perform related work as required.I am currently managing a project to replace the aging systems used by the County of San Diego to calculate, collect, and distribute over $4B in property taxes annually. This project will replace over 40 disparate systems with a single integrated platform that will provide lasting improvements in workforce efficiency, system stability, and enable the public to perform many functions online rather than by mail or in person.

This position involves managing and leading the efforts of our IT outsourcer and partner, Northrop Grumman. I am responsible for identifying opportunities for new IT solutions; monitoring industry trends to help develop and maintain application roadmaps for the entire lifecycle of business processes; for directing and monitoring NG activities so that their products will meet the specifications delineated within the requirements documents and as mandated by County, State, and Federal regulations. I am also repsonsible for managing and budgeting the expenses incurred through these activities.

Specific tasks involve HR training and legal compliance; managing accounts payable tasks like invoice payment and review; developing weekly, monthly, and annual forecasts and business plans; recruiting, interviewing, and selection; ensuring legal requirement compliance with regards to OSHA, Labor Code, Health Code, etc.; employee performance management, including disciplining, coaching, mentoring, training, and performance reviews; developing initiatives to increase market share; evaluating and changing product mix; working with corporate office personnel in a mutually respectful and beneficial fashion that supports the organization's purpose and values; being a leader and facilitating the development of leadership skills in others.
