I support the Office of Naval Research (ONR) Code 31 in managing a portfolio of surveillance technologies from HF to Microwaves for future Radar and RF Communications systems for the US Navy. Highly experienced with evaluation and identification of technical solutions to meet Navy requirements and developing Concepts of Operations (CONOPs), maturing material solutions, and conducting experiments/testing.

Technical Program Manager for the Missile Defense Agency’s (MDA) Aegis Ashore Program in Poland. This program integrated the Aegis weapon system into a shore-based facility. I supported all aspects of program management including the validation of requirements, contractor and sub-contractor management, reviewing and managing the integrated master schedule (IMS) and evaluating a variety of engineering changes.

Principal assistant (a direct report) to a Senior Executive in leading the Re-Entry Systems Branch. This branch is responsible for managing the life-cycle of a variety of Re-Entry Systems. These systems are some of the most complex systems developed and must perform their mission in extremely harsh environments. This requires leading an engineering staff of over twenty people to ensure:• The highest attention to detail and technical rigor is maintained • The planning, budgeting, and financial execution is carefully monitored• All contracting efforts are thoroughly tracked and coordinated• The best decisions are made regarding staffing, organization and personnel matters

I was responsible for leading the missile engineering section. This section managed the ‘cradle-to-grave’ life-cycle of the Trident II D5 missile and exercises all technical authority and systems engineering decisions. Led over thirty engineers, including five GS-15’s to ensure:• The highest technical standards are maintained• The highest degree of readiness of the missiles deployed on the Navy’s fleet of SSBNs• All missile systems and propulsion systems were safely managed• All systems are properly resourced and needs were communicated to senior leadership • Rigorous budgeting efforts reflected the command priorities of safety and readiness • Flight Instrumentation systems were ready to conduct missile flight tests• Electrical and mechanical support equipment was ready for production• All financial and contractual efforts were completed to support operations and production

As the Plans and Program Section Head, I was responsible for leading all the programmatic aspects of the Common Missile Compartment (CMC) program. The CMC contains all the Strategic Weapons Systems (SWS) shipboard systems, consoles, cabling, and interfaces with the new OHIO-Class Replacement Submarine (often referred to as SSBN-R ). I led a team of budget and program analysts responsible for:• Implementing the risk management process for the CMC program• Monitoring the financial execution and performance of more than $1B of R&D funding • Tracking the master schedule across multiple agencies and with our UK partners • Ensuring all government furnished items to/from SSP are received/delivered on schedule

In this role I was the principal advisor to a senior Admiral (referred to as the Director of Navy Staff (DNS)) on all matters concerning the Trident II D5 missile program. This required me to stay abreast of budgetary issues, personnel matters, technical concerns, legislative and policy oversight, and all aspects of security. Key skills for this job included: • Ability to absorb complex and multi-faceted issues, distilling the essential elements and communicating this to the most senior levels of the Navy’s Leadership. • Coordinate and communicate across multiple stake-holders and organizations

I was the leader (project manager) of several projects supporting the development of a new assembly for the Trident II D5 missile. One of the more challenging projects was a highly innovative, $4 million instrumentation effort involving over 20 engineers from across various government and industry partners to collect flight environments. This resulted in the successful recording of critical shock and vibration flight environments. I was responsible for:• Executing all contractual actions• Establishing stake-holder requirements• Leading all the system engineering activities• Monitoring the Earned Value Management• Ensuring all aspects of the project were ready for flightAdditionally, I led my branch's efforts in preparing for a safety review of the new assembly. This review is conducted by a panel of senior technical experts from across DoD, Department of Energy (DOE), and industry to evaluate the safety and inter-operability of the new assembly. It involved:• Articulating all objectives to multi-discipline, multi-agency team members• Setting expectations of all stake-holders• Ensuring technical evidence met the highest standards of systems engineering • Managing and coordinating schedules to meet operational commitments

I was responsible for the life-cycle management of a $16 million portfolio of 15 different, but inter-related security improvement projects for two industrial production facilities. I was responsible for:• Obtaining necessary financial resources• Budgeting and contracting efforts• Systems engineering, installation, test and evaluation (T&E), and life-cycle sustainment • Led multi-agency, multi-disciplined requirement definition efforts and trade studies for a $7 million dollar electronic security system, which resulted in a robust, yet cost effective solution.
