Developed JVSV’s region’s Smart Commute initiative, building strategic public/private partnerships.● Conceived Fair Value Commuting (FVC), a five-component technology/policy solution to cap SOV commuting at 40%. Solution includes: employer commute reduction software, mobility aggregation multimodal trip-planning app, workplace parking charges/rebates, and commute analytics. Resulted in Plan Bay Area’s 40% SOV Cap and MTC’s SHIFT program. FVC won Fast Company’s World Changing Transport Idea. ● Authored and won $1.1M grant from the Federal Transit Administration Mobility on Demand Program, one of 11 awardees among 78 proposals. Recruited 40 project partners across cities, counties, employers, vendors, agencies, and state and local government legislators. Convened mobility ecosystem workshops with 80 attendees. ● To evaluate eight congestion pricing policies, developed Delphic ranking methodology encompassing {political viability, social equity, GHG reduction, congestion reduction, cost-effectiveness, and ease-of-implementation} - in collaboration with MTC, Bay Area Council, FWHA, and WSDOT.● Developed "PepC" regional planning methodology to improve leadership, accountability, technological progress, planning freedom, and business models. Working with six partners, implemented PepC to “Win the 2030 Mobility Future” to halve Bay Area VMT/GHG; maximize equity and biking; move more people with fewer vehicles; and optimize shared, autonomous, electric vehicles. ● Researched and developed “national accounts” multimodal fare payment architecture and business model. ● Researched and created award-winning freeway-of-the-future concept. ● Authored four state bills: FVC SOV fee/rebate (feebate), fuel efficiency feebate, ride-hailing occupancy feebate, and pay-as-you-drive auto insurance feebate.● Authored five peer-reviewed papers.
