Serve as senior on-site program manager and team lead for the Air Force Civil Engineer Center (AFCEC) Installation Restoration Program at Eielson Air Force Base, Alaska. Responsible for the management of contaminated site restoration projects under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and State of Alaska regulations. Serve as Chief of the Environmental Division, with responsibility for overseeing the implementation of environmental policies and programs pertaining to the Environmental Compliance, Resource Conservation, and Pollution Prevention (P2) programs throughout Fort Greely Garrison. Provide environmental support to the Fort Greely (FGA) Directorate of Public Works and Environmental Office and to the Missile Defense Agency in the areas of environmental permitting, air quality, storm water management, internal environmental compliance and EMS audits, and NEPA environmental impact analysis. Review and update Storm Water Pollution Prevention Plan (SWPPP) in compliance with APDES Multi-Sector General Permit for Industrial Activities. Assist in development and submittal of air emissions and operating reports for FGA and the MDA CAA permits. Conduct and report on PM-10 monitoring effort per CAA permit conditions. Revise and update FGA Spill Prevention, Control and Countermeasures (SPCC) plan to accommodate changes in operations and regulatory requirements. Review project folders and conduct appropriate NEPA analyses. Assist in other program areas as requested, including Environmental Management System implementation, Solid and Hazardous Waste, and Cultural and Natural Resources.

On a sessional contract basis, I teach various undergraduate courses in Tribal Management and Rural Development for the UAF College of Rural and Community Development, Department of Indigenous, Community & Tribal Programs. I also teach graduate courses in Cultural and Intellectual Property Rights for the UAF Center for Cross-Cultural Studies and in Environmental Management and Law for the UAF Department of Civil and Environmental Engineering.

Developed and instructed undergraduate courses for the Tribal Management Program in the areas of natural resources, environmental sciences, transportation program management, and indigenous planning. Developed and taught non-credit training sessions and workshops on environmental and natural resource issues facing Alaska Native communities. As affiliate duty, taught graduate courses in Cultural and Intellectual Property Rights (CCS 602) and in Environmental Management and Law (ENVE 644) and participated in hydrocarbon contamination research study for the UAF Department of Civil and Environmental Engineering.

Responsible for program management on a broad range of environmental, transportation and natural resource issues facing tribal and ancestral lands. Program management duties included scheduling, budgetary oversight, and reporting. Projects included road and trail inventory and condition assessments; environmental inventory and planning; comprehensive land use planning; and development of the tribe’s GIS program. Served as Project Manager AEA wood-fired boiler and VSW washeteria construction projects. Responsible for securing environmental clearances and permits for tribal projects. Supervised permanent and seasonal staff in the Tribe’s Environmental, Natural Resources, and Transportation Programs, including the Tribal Engineer. Serve as Assistant Tribal Administrator as needed.
