Based in Morristown, DCEA is a regional Community Action Agency serving six rural counties in East Tennessee - Cocke, Grainger, Hamblen, Jefferson, Monroe and Sevier. The agency’s business is to provide resources, tools, and opportunities that help low-income families and individuals of all ages achieve personal, economic, and social stability. DCEA's Affordable Housing Program owns and manages 59 rental properties across 25 counties that primarily serves elderly, low-income residents. The Program partners with federal, state and local governments to provide decent, safe and affordable housing to over 1,500 households. DCEA’s Affordable Housing Program owes much of its success to its longstanding partnerships with local leaders, the region’s business and nonprofit community, and its Board of Directors.

Nashville, Tn

Directed the Section 8 Contract Administration division for Tennessee's state housing finance agency, THDA. Responsible for managing a team of professionals who ensure compliance of performance-based contracts with HUD for Section 8 housing statewide. Oversaw the contractual relationships between HUD staff and 400 private/nonprofit properties and over $150M in voucher payments annually. Represented division to HUD, Section 8 owner-agents, and THDA senior staff/other program directors. Seifried help prepare the Division to re-secure its long-term contract with HUD for this work. He led THDA and its staff through a process of the repositioning of staffing, procedures and systems to improve outcomes.

Pellissippi State Community College - Knoxville Chamber

Contract employee with TSBDC to consult with small business owners. Located at the Knoxville Chamber on Market Square, this partially SBA-funded program trains and equips small businesses with the information they need to grow and thrive. TSBDC staff provide one-on-one consulting, group training, and classroom instruction that address the specific needs of small business entrepreneurs.

Knox County Health Department

Contract employee with the Knox County Health Department to complete targeted, community research regarding “Food Access” and “Farm to Fork” issues throughout the region. This local work is funded by “Eat Well, Play More” a statewide initiative that supports the goals of Tennessee’s 2010-15 Nutrition, Physical Activity and Obesity Program. The Knoxville-Knox County Food Policy Council (KKCFPC) is overseeing this six-month effort. The end goal of this project is to identify specific policy recommendations from the Food Policy Council for local governments, regional institutions, businesses and community leaders to pursue. Another outcome is to identify and build upon a network of passionate consumers and leaders to further the momentum of the Food Policy Council’s work in this arena.

Led organizational transformation with a professional Board of Directors and staff of an emerging organization. Coordinated the work of board committees and volunteers to jump-start a public botanical garden effort. Developed programs, a staff structure and business model to effectively re-start the organization, re-engage with a community and immediate neighborhood, and re-energize a committed volunteer board. Raised community awareness and a new brand for KBGA, built a membership base to 600+ from scratch, developed an annual visitation basis of over 25,000 within three years, and raised funding from corporate, public and private sources.

Knoxville, Tennessee Area

Provided loans to underserved small businesses. I managed the Knox County Technology & Jobs Fund ($2.0M portfolio) and opened an office in downtown Knoxville that was responsible to an Advisory Board and corporate HQ. Built a strategic network of lending and business development professionals within the public and private sectors, reaching potential customers. Provided direct technical assistance to prospects and customers, including detailed financial analysis and business strategy (marketing, production, distribution), and underwrote loans.

Oak Ridge, Tn

Regional organization that provided homebuyers and mortgage lending products/services; also owned and managed 100+ rental units. I replaced the founding Executive Director and led the Board and staff through a critical period of transition, including a significant asset restructuring and the reestablishment of strong relations with state/federal funding agents. Collaborated with a broad network of business, public and nonprofit leaders to develop a new home mortgage department and systems.

Johnson City, Tennessee Area

Founded a regional nonprofit that developed 30 units of affordable housing and provided homebuyers and mortgage lending services to over 1000 clients within five years. Led a region-wide board of directors consisting of lenders, elected officials, community leaders, social service executives, and clients. Within a very rural region, raised over $2.2M private/public funding, developed key strategic partnerships and built an effective staff team.

Coordinated community and economic development efforts of numerous small city and county governments. Interpreted and administered state/federal grant programs for elected and appointed officials. Secured and oversaw the development of $12+M in government funding water treatment/distribution, waste water treatment facilities, housing rehabilitation, local emergency response capabilities, becoming expert in public grant funding.
