In this next chapter, I’m transitioning from my law enforcement technology advisory work to a more hands-on position as US based risk, compliance, and security manager for Caterpillar USA in the Southeast United States. Working within Caterpillar, a global leader in manufacturing construction and mining equipment, engines, and locomotives, I will be ensuring risk compliance, safety, and security as I interact closely with local Facility Security Managers across approximately 120 locations from Virginia to Florida and west to Alabama.

Steve is a Senior Industry Consultant and senior member of the U.S. Government Justice and Public Safety Practice at SAS. His role involves balancing a client-facing position working externally with customers and internally with the product development team to understand market needs and desires and ensure that the company’s product offerings meet those demands. Serrao has previously performed professional services consultative work performing system design and configuration as well as user and administrative training for customers across the Americas Region. Serrao brings to SAS the unique ability to combine significant operational police intelligence experience with advanced information technology skills.Before joining SAS in 2006, Steve spent 25 years with the New Jersey State Police where he was Counter Terrorism Bureau Chief. Steve spent the majority of his police career in the Intelligence Bureau where he gained considerable experience investigating and analyzing traditional and non-traditional organized crime, including the American Mafia, Criminal Street Gangs, Drug Cartels, and other Trans-national organized criminal groups.Steve retired at the rank of Captain, after having also served as Special Advisor to NJSP Colonel Rick Fuentes. During Steve’s time serving on the staff of the Superintendent of the State Police he was instrumental in the design and start-up of the State of New Jersey Fusion Center.

Serrao was a high ranking intelligence commander with the New Jersey State Police. Serrao retired in 2006 at the rank of Captain after twenty five years of service in several assignments including, Intelligence Management & Analysis, Counter-Terrorism, and Special Assistant to the Superintendent. Serrao has significant experience investigating traditional organized crime. He has also supervised the State Police participation with the FBI - Joint Terrorism Task Force and held the position of Assistant Director of Operations at the NJ Office of Counter-Terrorism. He has held top secret security clearances and has been involved in communicating with the US National Intelligence Community regarding intelligence on terrorists and support cells. Serrao served as a Special Assistant to Colonel J.R. Fuentes, Superintendent of the NJ State Police where he was instrumental in the early design and set-up of the State of New Jersey Fusion Center known as the Regional Operations and Intelligence Center (ROIC). Serrao also was the Project Manager for the design, purchase and deployment of the multi-million dollar Statewide Intelligence Management System in New Jersey.
