My work identified systemic weaknesses in contracting practices that were acted on by key contracting agencies and are likely to lead to program improvements. I also led SIGAR’s first capstone review, pulling together voluminous research on sustaining the international investment in Afghanistan and identifying difficult policy choices necessary to sustain the investment. Led and participated in audits of Iraq reconstruction, resulting in about 20 reports on various facets of Iraq reconstruction, leading to better understanding of reconstruction, process improvements, and opportunities to save money. Occassional travel to Iraq.
