Provide system planning support for the MAPP utilities. • Performed/led an Economic Planning Study each year to evaluate conditions that met ongoing FERC Order 890 compliance for member utilities. Trained other MAPP engineers in the use of the PROMOD model that is the used in the Economic Planning Studies.• Maintained tools for MAPP members to use which aid in the evaluation and sale of transmission capacity.• Collaborated with four other transmission regions to share transmission capacity on transmission elements that were congested due to overlapping regional operations.• Evaluated the results of transmission sales curtailments for our member utilities, which helped to increase the understanding by our member that the transmission curtailments were properly imposed.

Provide system planning support for the MAPP utilities. • Developed, built and automated a spreadsheet tool that displayed the amount of energy that flows across regional borders to meet a study request. This analysis was used in all following studies to enable readers to visualize the impacts of a transmission topology change on energy transfers.• Automated the calculation of Adjusted Production Cost, ensuring the primary metric used to evaluate the effectiveness of a transmission system addition was accurate and quickly available.• Created a new database representation of the Transmission Service Requests used to share transmission capacity. Reduced the number of records in the DB from 120,000 to 2200, this made it possible to review the data more easily for accuracy and made changing the configuration of the regional entities much easier.

Support marketing activities undertaken on behalf of the alliance members: Minnesota Power and Great River Energy• Created and ran a shadow pricing tool that mimicked the MISO settlement process. The tool made it possible to accumulate and assign MISO charges to the various trading Spit Rock Energy trading activities invoiced to the member utilities.• Built a spreadsheet tool based on unit testing data that allowed traders to predict the unit capability of a combined cycle unit, schedule energy and purchase fuel based on operating needs of the purchasing customers. Traders were able to schedule the unit and purchase fuel with confidence.

Supported trading activities for Minnesota Power• Designed, built and maintained a spreadsheet tool that was used to document all trading activity from 2000 through 2002. The tool recorded all trades, loaded transactions to the EMS computers, and was used by accounting for transaction verification before uploading to the Data Warehouse.

Analyze and reported on the mix of resources used to supply energy to Minnesota Powers customer base through physical plant, purchases, sales, energy conservation and load control.• Prepared in collaboration with other engineers the resource plans filed with the state of Minnesota.• Analyzed changes to the operation of Minnesota Powers St. Louis River Project reservoirs and hydro electric generators. Effects were calculated and reported on river flows, reservoir levels and power production in support of the project's Federal relicensing which was granted.
