Planned, led, and executed cloud design and build, cloud-native integrations, and infrastructure migrations for government and higher education clients as part of the newly formed Cloud by McKinsey group. Worked closely with AWS Professional Services and Microsoft on partnered engagements. Mentored junior cloud architects and supervised up to 10 specialists per project, with projects valued up to $7M. Managed full project life cycles, from conceptualization to delivery.

Led RHEDcloud Foundation application development efforts funded by the members of RHEDcloud Foundation. The current major initiatives are to expand RHEDcloud for AWS to Google Cloud Platform and Microsoft Azure (funded by Google and Microsoft), perform security risk assessments for GCP and Azure (funded by Google and Microsoft), and integration AWS Config detection and remediation into the RHEDcloud Security Risk Detection framework (funded by Amazon Web Services).Worked with service providers such as Surge, Burwood Group, UNICON, and others to develop and implement launch and support and support services for RHEDcloud solutions for AWS, GCP, and Azure.Assist sites such as Rice University, Duke University, and the University of Wisconsin presently implementing RHEDcloud for AWS, Azure, and GCP.

Co-founded the OpenEAI Software Foundation, work with sites and vendors such as the University of Illinois, SunGard, MAXIMUS, and IBM using OpenEAI to implement integrations within the enterprise and within their product lines, and promote and advance OpenEAI methods and software.

Convened OpenEAI Software Foundation Board meetings and developed a strategy for long-term advancement and promotion of the OpenEAI methods and software.

Co-founded the OpenEAI Software Foundation with Tod Jackson and the University of Illinois to make the University’s integration technology available to its partners and the world. Negotiated the assignment agreement of intellectual property from the University of Illinois to the OpenEAI Software Foundation. Developed templates for future assignments of intellectual property. Managed the finances of the foundation and served as its primary fund raiser. Retained and managed public relations resources to review and polish the online an in-print identity of the OpenEAI Project and Software Foundation.

Managed the design, development, implementation, and integration of innovative solutions with a goal of building a complete cloud infrastructure. Led a dynamic team that flexed between 5 and 20 architects, developers, and consultants. Administered a $2.5M core budget and additional software development funding for strategic projects. Created the preferred software development vendor program and oversaw cloud infrastructure, web application, and mobile application development and distribution functions. Responsible for service- and event-oriented integration, application development, cloud network automation, quality assurance (QA) automation, DevOps automation, and DevOps operations, including the management of >110 non-production environments. Reduced cloud provisioning from weeks to minutes by spearheading the development of RHEDcloud for AWS, which enabled automated cloud provisioning, security, administration, and compliance.

Created Emory University’s and Emory Healthcare’s IT architecture functions. Led the design and management of 3 critical IT architectures (application integration, application development, and portal design). Introduced service-oriented and event-driven integration architectures, open source middleware, and provided application development and administration training for the integration/middleware and operations teams. Supervised projects as large as $5M and 10 specialists.

Developed grid, web, mobile, medical imaging, and cloud infrastructure to support clinical and translational science research, including ca-grid deployments, web and mobile application frameworks, service- and event-oriented architecture for application integration, DICOM imaging integrations, research PACS system integration, and common HIPAA audit logging frameworks.

Led a University of Illinois integration software and services spin-off company from inception to profitability in one year with little seed money and no debt. Negotiated joint development agreement with the University of Illinois that produced useful software and royalty revenue for the University. Grew the company from a team of two to ten with revenue of $1.7 million in 2 years. Developed three major releases of enterprise service bus technology in three years. Negotiated direct licensing and embedded licensing agreements to sell OpenII software with other software products from vendors such as MAXIMUS and IBM. Developed and implemented integration services contract model for both time and materials and fixed-price integration services with clients such as SunGard, Strategic Explorers, MAXIMUS, and SchoolCenter.

Led a team of highly-skilled technical and support staff and implemented 24 major system-wide IT infrastructure and organizational initiatives successfully. Provided leadership in the application and implementation of IT frameworks across all areas of Administrative IT Services (AITS). Reviewed projects for compliance and conformance with established IT architectures. Assisted other University units in using, adopting, and/or interfacing with AITS architecture and infrastructure as needed to achieve project goals which cross departmental and unit boundaries. Collaborated with other academic and administrative units within the University as well as software and service providers of the University. Created new open source integration technology to use with university partners and commercialized it with other software vendors. The University of Illinois won the Mellon Award for Technology Collaboration for the work of the team and the University’s technology transfer and release of much of that work under open source licenses. Served as technology lead for electronic research administration and professional school admissions projects. Performed technical evaluation of products, analysis, technical design, and implementation using technologies such as C, C++, Java, PERL, Microsoft Visual Basic, Sybase, Oracle, UniVerse, and others on platforms including MVS, Windows, Solaris, AIX, HPUX, and Linux. Participated in the technical evaluation for the University’s Enterprise Resource Planning (ERP) selection. Lead the University’s RFP process for an integration broker.
