I retired after a patchwork career in various aspects of energy and the environment. In my retirement, I serve on three career-related Boards, including the Mamoni Valley Preserve, a family-supported project to preserve and enhance an environmentally critical rainforest in Panama's Mamoní Valley. In the past 30 years I spent eight of them regulating utility companies introducing DSM and incentive regulation, spent 13 of them at Lawrence Berkeley National Laboratory where I headed the Energy Analysis Department until I retired in 2005, and am a founder and still Chairman of the Board of CLASP, a global technical resource for energy efficiency standards and labels. In the 30 years before that, I consulted in energy management and solar design, taught mechanical engineering at the University of Nevada-Reno, ran an architectural & engineering firm that designed international airports, and designed missile & space systems. Energy Analysis Department HeadLawrence Berkeley National Laboratory 1992 - 2005Berkeley, Ca, UsIn 2005, I retired from 13 years at Lawrence Berkeley National Laboratory where I was Head of the Energy Analysis Department and while there established the Lab's Washington DC Office, served as senior advisor to the US Department of Energy on integrated resource planning and demand-side management in the utility sector, led the greenhouse gas mitigation component of the U.S. Country Studies Program, and created the initiative on international energy efficiency standards and labels that evolved into CLASP. . -
Public Service CommissionerPublic Service Commission Of Nevada 1984 - 1992Before joining LBNL, I lived in Reno and regulated utility companies, serving for 8 years as a Nevada Public Service Commissioner, regulating electric, gas, water, and telephone utility companies and all in-state transportation. While mostly serving Nevadans, I was also prominent in the commissioner's national organization, the National Association of Regulatory Utility Commissioners, where I served as the Chairman of NARUC's Conservation Committee for four years and was on the Executive Committee, contributing significantly to the development of electric and gas utility companies' long-range planning, their investment in conservation, incentives for conservation profitability, and environmental accounting. We made some progress, but there is a long way to go.
