To return to my background and experience: I am a private consultant who helps building owners and managers solve problems with their pest management programs before their programs fail. If, despite their best efforts, my clients' structural pest management programs fail, I help them (and if necessary, counsel, arbitrators and courts) understand when those failures occurred. Preventing failures: Facility owners and managers can reduce this risk by building a team that recognizes the significance of: (1), medically important pests in food areas and unusual places like CD cases in library book return bins, (2) water leaks and water droplets that cause problems with termites, wood-destroying bacteria and fungi, organisms of public health concern including Legionella, and (3) watching for ways to include residents, staff and visitors as valued partners in their pest management effort.How and why programs fail: (1) failing to modify the structure and operations of the building so that they depress, rather than promote a conducive condition or pest's survival and reproduction, (2) failing to apply pesticides, sanitizers and disinfectants according to their labels, and (3) misusing products or methods due to gaps in application training and government regulation. When the loss associated with the program failure occurred: Claims that the time of loss due to water leaks, flooding, pests, wood-destroying organisms and organisms of public health importance cannot be determined are contradicted by the general acceptance of methods that have been used in geology, engineering, medicine and other sciences for hundreds of years. I use my knowledge of forensics and site-specific trace evidence to demonstrate whether or not a loss due to these factors occurred before, during, or after a specific period of coverage.

Vector Control BiologistCalifornia Department Of Public Health Jun 1971 - Jul 1973Berkeley, California, United StatesA month before receiving my doctorate from Berkeley, I learned of an opening for a permanent position in vector control at the California Department of Health regional office just a few blocks from campus. I applied & was selected, albeit after some very frank discussion, & dropped my plans for a post-doc in applied marine science. Richard Peters, Head of the Vector Control section, & Earl Mortenson, who became my supervisor in the regional office at Berkeley were concerned about my ability to work as a hands-on consultant on problems with pests and public health to local health departments, mosquito control districts, hospitals & businesses. I understood their concerns & gave my word that if I wasn't exceeding their expectations within two years, I would resign. Earl said he would do his best to give me access to the experiences I needed. In the event, he not only gave me access to those experiences, he went out of his way to show me how to get the most out of them.Earl used 2 "secret weapons" to help retool my career: Bob Doty and Bill Reeves. Robert Doty was my office mate & had a deep background in the biology of field & commensal rodents, their ectoparasites & associated diseases. In addition, he was well respected by the vector control community throughout California. An introduction from Bob Doty gave me a "leg up" with vector control clients throughout my 8 county area. W.C. Reeves, Earl's 2nd weapon, & whose doctorate was in entomology, was arguably the world's most respected expert on viruses and zoonotic diseases, a field dominated by MDs and MD PhDs. Perhaps out of respect for Dr. Usinger, & in support of Earl's project, Dr. Reeves provided space in the virology laboratory to house my research & provided staff & advice on diseases associated with ticks, kissing bugs, rats, mice & mosquitoes. Other VCS staff who provided critical support included Frank Ennick (Yellowjackets & recluse spiders), John Poorbaugh (flies) & Gale Grodhaus (midges).
