Mr. Davis is a nationally recognized IT leader who previously led the State of Ohio’s Information Technology community and functioned as State CIO. As CIO Stu led the conception and implementation of an IT consolidation and optimization effort that resulted in the realignment of unfocused and duplicative spending to being directed at making Ohio a better place for its citizens to live and businesses to be established and grow. Under Stu’s leadership the State initiated and completed many consolidation projects that have harmonized the State’s infrastructure, public safety, enterprise resource planning (ERP) and enterprise applications, networking, security/privacy and end-user/endpoint (pc/tablets/mobile devices) productivity. Stu led the State IT community via consensus driven approaches to technology adoption and the development of new IT services, and the delivery of these services. Stu is a pragmatic, innovative and creative IT leader that is solely focused on successful business outcomes.20+ years management of Information Technology and Geographic Information Systems in the private and public sector as well as international consulting experience. Past President of the National Association of State CIOs (NASCIO), responsible for the coordination of the community of all State CIOs nationally.

Stu also chairs the Emergency Services IP Network (ESINet) Steering Committee that focuses on Ohio’s Next Generation 911 solution. Stu also serves as Ohio’s State Point of Contact (SPOC) for FirstNet and the National Public Safety Broadband Network (NPSBN).Stu leads the statewide program to transform and optimize IT operations for 26 state agencies and the boards and commissions. In addition, Stu led the operations of the Ohio Portal that supports over 120 state agencies, the eCommerce Center (Electronic Data Interchange (EDI) and Data Exchange services) as well as the GIS Support Center (GISSC), two major initiatives were established that are benefiting all levels of government, the private sector, academia and the citizens of Ohio and the Ohio Location Based Response System (LBRS) and the Ohio Statewide Imagery Program (OSIP).
