I am a federal SES serving as Director of the Federal Railroad Administration Office of Industry Data and Economic Analysis in the U.S. Department of Transportation. I lead 4 teams engaged in data analytics, GIS, economic analysis, and regulatory rulemaking.Previously, I was Adviser to the Director of the Office of Science at the US Department of Energy (DOE) as an American Association for the Advancement of Science (AAAS) Science and Technology Policy Fellow. I provided expert advice, analysis, guidance, and recommendations to the Director, his/her immediate staff, and other senior Office of Science leaders on a broad range of topics related to the Office of Science portfolio. Before that, I was Director of Institutional Research at The Johns Hopkins University Center for Talented Youth (CTY). I have over a decade of experience in university administration, including management of data analytics and business intelligence. I built organizational capability for data analytics and data reporting and managed those activities. I established and coordinated data governance. I led institutional research and institutional assessment. I coordinated accreditation. My skills include data science, data reporting, data visualization, survey design and analysis, and data governance. My doctorate is in philosophy with a focus on logic and philosophy of science. I have research expertise in logic, philosophy of science, history and philosophy of physics, quantum physics and quantum information theory/quantum computing, philosophy of climate science, data science ("big data" and AI/machine learning), the application of big data to climate modeling, and education.
