FAA eFAST support for REDMACs, FMS, SAPS/PCB, REGIS

Served as Sr. Analyst/Programmer for the Research and Development Monitoring Analysis Control System (REDMACs), PCBTrack Personnel Cost and Benefit System, and the ALLMAN Allowance Manager System for the Federal Aviation Administration (FAA). Co-supported and assisted initial development of the FMS system. Second tier support for the REGIS system.The REDMACs system provides budget formulation and execution, cost accounting, oversight and monitoring of FAA Research, Engineering & Development projects. An official Congressional reporting tool, REDMACs is critical to the management of the FAA’s R, E & D funds providing quick access to relevant R, E & D data from 1972 forward. Initially implemented in 1989 in an Oracle client/server configuration, in 2007 Mr. Shef ported REDMACs v8.0 to an ORACLE 10g RDBMS, Forms, and Reports WEB base environment. The current release v8.2.3 (July 2012) incorporates over 104 tables, 90 views, 207 forms (with over 576 window canvases), and over 173 reports (several with full RQBE selection dialogs -- exponentially increasing the reporting capabilities) is operating on an ORACLE 11g RDBMS. Mr. Shef has been the sole developer for REDMACs v6.1, 7.0-7.3 (Oracle 9.0 -based client/server system), and versions 8.0-8.2.3.Provided ad-hoc reports, formalized reports, and new system features requirements. Responsibilities also included data validation and integrity, data maintenance, local data backups and synchronization of datasets for three separately maintained server environments -- Development, Test, and Production -- and all system and user guide documentation.Maintained two legacy systems: 1) PCBTrack (FoxPro 2.6) for personnel costs and benefits, procurement document creation, authorization, and synchronization of datasets, and their scanned images; and, 2) ALLMAN, an *.ASP web based application to detail and track travel allowances.Developed initial user guides for the FAA’s PC&B and SAPS applications.

Developed ATRIMS FAA Air Traffic Resource (personnel) Information Management System.Tracked pay, benefits, and training of over 24,000 Air Traffic Controller population.Tracked "pipeline" staffing to assure sufficient personnel available for upflow due to retirements.
