Stuart develops, improves, and enhances software demodulators and decoders, creating capabilities for existing wideband and narrowband systems. He develops software encoders and modulators, using them for capability verification. He verifies capabilities and performance under a wide variety of parameters including signal to noise, frequency offset, and data rate. He integrates and deploys these capabilities.

Stuart provides ISR system solutions, as well as consulting and support to a variety of clients within the defense community.

DRT is a leader in the development and production of tactical SIGINT solutions and equipment, supplying capability to US & allied war fighters, the intelligence community, law enforcement, and program of record system integrators. Stuart was selected by members of Boeing’s Electronics & Sensors Solutions leadership team to lead DRT’s Programs and Strategy organization. He established an operating rhythm for DRT strategic activities, aligning to Boeing’s operating needs. Stuart and his program management (PM) team worked with Business Development and Engineering to develop 5 year strategic business timelines. He developed strategy content used by the President in all hands meetings, business reviews, & Boeing VIP briefs. Stuart removed unnecessary meetings and reports, and reduced his organization’s overhead expenditures by more than 40%. He focused the PM team on reducing project costs and risks, resulting in over $1M in savings. Stuart has guided the PM team to develop more realistic project plans, removing more than $6M in unrealizable budget expenditures. He established an operating rhythm where projects, personnel, and resource allocations were reviewed monthly. Stuart reduced and consolidated projects, bringing efficiencies in project management, and reducing the high work in process. Stuart simplified the project priority system used to align the work. He introduced new tools to track both risks and actions items. Stuart worked to strengthen his team’s adherence to CMMI/ISO processes. He built an environment of openness and trust with his peers and direct reports.

Argon develops, integrates, and produces SIGINT systems and solutions for a variety of sensor platforms and sites. Stuart successfully led a multi-site engineering matrix with a population of as many as 130 multi-skilled engineers focused on product development for 3 major product lines over 10 years, serving more than 5 business areas, and supporting over 60 programs monthly. Stuart held many roles including developer, architect, asset lead, asset manager, engineering manager, and director. Expanded experience in all aspects of development and technical management of the product lifecycle including concept, development, transition to production, and support.

In addition to engineering management responsibilities, Stuart managed more than a $20M research and development budget over a 3 year period. Each year, IRAD expenditures were on or below budget. He used his excellent organizational skills to establish a regular meeting schedule, develop agendas for each monthly meeting, manage meeting participation, and ensure meeting documents were controlled. Stuart established a SharePoint site for projects to retain and track information, including financial reports, proposals, status reports, final reports, deliverables, and technical requirements. In addition, he established sites for each project, allowing easier access and more consistent data management. Stuart recorded actions in an online tool, and tracked actions to resolution. He managed open & closure of projects. Stuart established a monthly financial analysis report. He updated IRAD process, and revised proposal templates. Stuart was responsible for the development and delivery of the annual DTIC report.

In addition to engineering management responsibilities, Stuart was selected by Argon’s leadership team to be the Division’s Chief Engineer. He represented Argon’s Engineering organization to the Engineering functions of N&SS and Boeing Defense Systems. Within this role, Stuart managed the introduction of BDS Engineering Excellence projects into Argon, selecting those projects which could add value to the organization. He identified Argon’s Technical Lead Engineers, and worked with Potomac Region/Argon’s HR to train 12 TLEs. Stuart facilitated the introduction of Boeing’s Lean+/10X to Fairfax Engineering and obtained training for 4 development teams. He tracked & reported Lean+/10X project savings to N&SS/BDS for the first 7 months in FY11, showing $4.2M in savings. Stuart created the opportunity to submit candidates to the Boeing Technical Fellowship program via a fast track process. His action allowed 3 employees to be recognized as Technical Fellows, and 4 employees to be recognized as Associate Technical Fellows. Stuart hosted the BDS Engineering Systems & Software group, and he attended & briefed the BDS Engineering Electrical Engineering group offsite.

Stuart led the development of Argon’s core signal recognition and collection capability. He formed, grew and led several asset groups – Signal Processing Solutions, Geo Based Solutions, and Processing Infrastructure. Stuart was instrumental in applying software product line concepts to the Argon’s core SIGINT system.

Stuart served as a digital signal processing engineer, and was instrumental in designing and implementing signal recognition and transcription software into several different multi-processor card architectures.

After graduate school, Stuart joined QuesTech as a member of the technical staff. He supported the development and deployment of signals intelligence systems.
