My role, supported by an advisory group, recognised the importance of Wales to the Trust and promoted the role waterways play in encouraging growth, inward investment, tourism and the delivery of community and environmental benefits. Wales has been in the vanguard of thinking in the Trust.‘Beyond the Towpath’ established the role of the Trust in delivering well-being and highlighted the importance of developing the evidence of outcomes. The partnership established with Cardiff University developed the Trust’s celebrated Outcomes Framework.‘Waterways and Wildlife’, produced with support from Welsh Government, has established the methodology for the Trust to make the most of its natural heritage supported by volunteers from riparian communities.Public affairs and policy activity, developed in Wales, was rolled out across the Trust in 2018.The role Waterways could play, as exemplars of sustainable development in practice, was recognised with a major Welsh Government investment in the Monmouthshire & Brecon canal in 2016.Over the period I sat on the Torfaen Economy, Enterprise and Environment Board, Welsh Government's Heritage Environment Group (chairing the Traditional Building Skills sub group) and National Access Forum forWales; Blaenavon World Heritage Site Steering Group. Glandŵr Cymru sponsored the Cross Party Group on Waterways and was an early signatory to the Sustainable Development Charter.2014 MOU established with Welsh Government 2015 First Glandŵr Cymru publication - Pontcysyllte Aqueduct and Canal World Heritage Site guidebook2016 CRT's first Sustainability Statement2016 £2.538m award through Green Infrastructure Capital Programme.2017 Waterways and Wildlife published2018 £0.977m awarded through WEFO / Visit Wales Tourism Attractors

In July 2012 the waterways, docks, reservoirs, museums and archives formerly part of British Waterways and The Waterways Trust were vested in the Canal & River Trust a new charity established for that purpose. Glandwr Cymru - the Canal & River Trust in Wales - was created as a Welsh identity and an All Wales Partnership was recruited as part of the Governance arrangements (later succeeded by the Bwrdd). For the first time responsibility for the development of Welsh waterways resided in Wales. Wales had the opportunity to take advantage of its waterways for the benefit of the economy, environment and people of Wales. My job was to show how it could be done using exemplars and building on years of experience across three of our four nations. Work continued with bodies working cross border and an MoU was draughted with Sustrans; the first SLA prepared with the succesful tenderer for Lot 1 Community Payback; an internal process and programme developed for HLF and Environmental funding. Model approaches for the Trust to demonstrate delivery of public benefits were also developed. A succesful Interreg IVC programme with 17 partners across 13 countries in Europe concluded with a set of 10 recommendations and a nascent Pan - European Waterway Partnership.

Responsible for our relationship with the Welsh Government and other pan Wales bodies. Also acted as key contact at a national level for those bodies working across England and Wales, including Sustrans, Heritage Lottery Fund and Community Payback where there is strong mutual benefit. Identified the potential to deliver 46,000 days of Community Payback activity across England and Wales as the Lots were to be tendered (34,000 hours in Lot 1) and expected compliance rates to match the 80% experienced in pilots. As waterways are proven deliverers of public benefits, partners invested £1.4m in the waterways of Wales in 11/12 improving another 10 miles of towpaths as sustainable transport routes for local communities. 10% of all BW third party income was contributed in Wales at this time, despite Wales having just 3% of waterways, 35% of which are still under restoration.Across the UK our waterways deliver public benefits valued at more than £500m every year.

Developed the methodology and calculated the monetary value of the public benefits delivered by British Waterways' (£500m p.a.) for the first time.It included the added public benefits of our property activities, over and above those that would have been delivered by the private sector, which helped justify the retention of our property dowry paving the way for our transition to a charity.Finally examined the barriers to an increase in freight traffic on water.
Regeneration Manager
Developed the case for regeneration with waterways as the catalyst in the Cotswolds. Secured £30m of funding, policy protection for the Industrial Heritage Conservation Area and the creation of the Cotswold Heritage Skills Academy.Identified the need, forecast outputs and outcomes, gained community and public sector support, identified funding sources, applied for and won £30m of funding. Ensured the first policies were put in place to protect the Heritage Conservation Area and a framework for a regeneration strategy supported by the Regional Development Agency. During the project community capacity was increased sufficiently for them to take on the lead for the restoration themselves when British Waterways had to withdraw.The project and its aims acted as the catalyst for the creation of the Cotswold Heritage Academy which later became the National Heritage Training Academy (SW). The 16 mile restoration was to act as a live studio for a co-operative of colleges, working to their strengths and delivering traditional heritage and rural skills.
Operations Manager
Operational responsibility for Scotland's Canals as well as responsibility for ensuring the Millennium Link staff and working structures were ready for its opening in 2001. Developed Scotland's first public sector e-commerce site as part of an all new b2c website which paved the way for www.waterscape.com - the UK consumer face of British Waterways.
