Pradhan Mantri Aawas Yojaa(PMAY)-  Upon advise of Project Director SUDA(State Urban Development Authority-WEST BENGAL) and in consultation with Project Manager, PMAY and Team Lead TASU, interact with municipalities to orient them to the Pradhan Mantri Aawas Yojana(PMAY )scheme.  Preparation of detailed work Plan , execution plan ,resource plan. Participated in preparation of detailed project activity plan with timeline. Execution of the project as per the activities planned adhering the timeline.  Designing state level capacity building plan and execution of the same. Guide and handhold stakeholders for data collection, data cleaning, Sanctity checking and use for preparation of Housing For All Plan of Action and Annual Investment Plan. Design Monitoring & Evaluation tools for measuring progress of the project. Weekly monitoring of project progress and preparation of monthly progress report. Preparation of State level quarterly progress report, Training completion report, Workshop reports, Stakeholders Consultation Reports & Field Visit Reports . Handhold municipalities and corporations to prepare Housing for All Plan of Action (HfAPoA) ensuring preparatory processes and field level activities such as stakeholder discussions are held as stipulated in the guidelines,Swach Bharat Mission (SBM)- Interaction & Handhold ULBs to prepare City Sanitation Plan(CSP) as per Scheme Guideline of SBM(Swach Bharat Mission). Preparation of RFP for “Setting up Programme Management Unit (PMU) under Swachh Bharat Mission in West Bengal”.Procurement Management - Assist in various procurement made by TASU, and also guide municipalities and CMU,SUDA and West Bengal Municipal Fund Trust (WBMDFT)in Procurement Activities (RFP ,BoQ, Pre-bid meeting etc) using procurement platform of the Government of West Bengal. Other tasks as assigned by the Project Manager, Project Director, CMU & SUDA and Team leader of PMU.

 Project management & Coordination:Over all management and implementation of the project/s to achieve desired goal and the objective ensuring the vision and objective of the Organization(Municipal Affairs Department, Govt.of WB) Ensure implementation of the project at municipal level adhering the guidelines of MoHUPA  Closely coordinating with state and cities to ensure the deliverables under the programme(RAY)  Contributed in preparation of various Strategy Document for the State, Viz:“Housing for All_State Plan of Action for Urban WB”,“Draft Bill on Property Rights of Slums Dwellers in WB”.state level report on Scope of PPP in Affordable housing in WB. Maintaining effective liaison with state and cities to ensure smooth implementation of RAY and resolve all ground level issues related to RAY. Implementation of other project management activities entrusted by CMU and MA Dept, Govt. Of WB.  Provide Technical Advisory Support:Provide technical advisory support to ULBs for implementation of the project adhering the guideline issued by the ministry.  Preparation of Slum Free City plan of Action(SFCPoA) under RAY for Municipalities.It includes data collection, data analysis , report writing conducting stakeholders meeting etc. Data Management:Involved in data management , data analysis and data interpretation Capacity Building:Organize workshop, technical sessions ad conference for knowledge dissemination and handholding support.  Procurement Management (e-procurement):Involved in preparation of EoI, RFP and BoQ, online publication of tender document, defining evaluation criteria, designing standard form of contract & payment certificate . Knowledge management:Develop knowledge repository on RAY related news, best practices, plan documents ,data of research analysis and reforms, plan documents etc in electronic repository called DELOITTE e-room for future reference of client (CMU and MA) and project management unit.

Planning: Undertaking regional review of appropriate urban planning mechanisms and preparing Drat Development Plan, Annual development Plan & and City Development Plan the plan document adhering the KUSP guideline .Co-ordinate ward level meetings, mass awareness campaigns, focused group discussions (FGDs) to ensure participatory planning procedures in the ULB Project Development & project management:Over all management & implementation of the programme or project/s like-KUSP,SJSRY,BSUP,RSBY,IPP 8,BRGF,RAY,ICF to achieve desired goal and the objective ensuring the vision & objective of the organization(ULB)Monitoring & evaluation: Over all monitoring & evaluation of the project activities. Preparation of project progress, Monitoring & Evaluation Reports, Vulnerability Mapping & Impact Assessment Reports on various social security programmesOrganizational Development: Analyze & strengthen the Organizational structure, with reference to urban planning and policy measures in light of 74th Constitutional Amendment & WB Municipal Act 1993.Skill and competency mapping of the municipal staff to frame the governance manual. Improve performance in service delivery of municipal staff.Training & Capacity building: Performance & skill gap analysis, Plan-design & implement innovative & tailor-made training modules in local language for staff , elected representatives of ULBs & other stakeholders. Knowledge management: Develop knowledge repository on best practices on projects &reforms, technology transfer.Manage data bank on census, Health, education poverty& livelihood, resource institutions/persons, programmes/schemes etc. Responsible for preparation & updating of MIS Reports various govt projects .Creation & Maintenance of Poverty Management System(PMS) for the ULB & time to time updation.Maintaining liaison: Maintaining liaison with govt organizations, NGOs,private institutes & other stakeholders, Report Writing :Preparation of various project reports.

The KUSP (Kolkata Urban Services for the Poor) programme is an endeavor to provide access to basic services for the poor and to support business enabling environment for economic growth in all the districts of West Bengal. The project has been finalized by Minister (Development) and Head, Department for International Development (DFID) India, Joint Secretary, Department of Economic Affairs & Ministry of Finance, Government of India, confirming the UK Government’s allocation of funds vis-à-vis the KUSP program.Job Responsibilities » Involved in qualitative, quantitative and participatory research to articulate organizational strategies and innovative growth opportunities for the Urban Local Bodies .» Involved in planning and management of various activities to identify and analyze customer(citizens) trends, changing pattern of demand & expectation .» Liaison with the District Planning Committee (DPC), Director of Local Bodies(DLB), State Urban Development Authority(SUDA) and Change Management Unit(CMU) for planning and development of the ULB .» To set visions and formulate plans for the ULB to remove bottlenecks in municipal administration.» Leading a team of 20 personnel including 8 departmental in-charges and 12 administration staffs. » To co-ordinate ward level meetings, mass awareness campaigns etc.» Mapping of existing livelihood opportunities, assess market potential for alternate livelihood options for the urban poor.» Preparation of Monitoring & Evaluation Reports, Vulnerability Mapping and Impact Assessment Reports on various social security programmes.» Responsible for preparation and updating of MIS Reports on infrastructure, health, education, livelihood, water & sanitation, environment and organization development for the ULB and identification of Targeted Intervention sector on the basis of priority .
