Elements Unlimited provides technical and critical analysis of environmental documents commonly associated with large projects, such as environmental impact statements, draft permits (air, water, hazardous waste), permit modification requests, and permit applications, or can assist a client with the preparation of those documents. Elements Unlimited can also assist with the preparation of applications for site certificates (or amendments) from the Oregon Energy Facility Siting Council, or can review and comment on applications on behalf of either private individuals or government clients. Because many small businesses cannot afford a full-time environmental compliance specialist, Elements Unlimited also provides small businesses with a review of environmental permits, an assessment of the client’s current state of compliance with those permits, and recommendations regarding future compliance. If desired, the business can retain Elements Unlimited to prepare required reports to oversight agencies on a one-time or recurring basis, or to represent the client in discussions/negotiations with regulatory agencies regarding compliance with permits or site certificates.

Evaluated applications for the siting of proposed energy facilities for compliance with the applicable standards of the Oregon Energy Facility Siting Council. Projects included review and evaluation of proposed permit actions at a hazardous waste treatment and storage facility for potential impact on the natural and cultural resources of the Confederated Tribes of the Umatilla Indian Reservation. Project activities included testifying before the CTUIR Board of Trustees, attending permit information meetings, preparing written comments to the Oregon Department of Environmental Quality, and testifying before the Oregon Environmental Quality Commission on behalf of the CTUIR. Acted as an expert witness under contract with the U.S. Department of Justice to assist attorneys engaged in defending against legal challenges to the operation of a government-owned/contractor-operated hazardous waste treatment and storage facility.

[The Oregon DEQ established the “Chemical Demilitarization Program” in Hermiston in 1994 to provide a local point of contact for regarding the Umatilla Chemical Agent Disposal Facility, a hazardous waste incineration facility built to destroy the chemical weapons stockpile at the Umatilla Army Depot.]Prepared review reports, permits, approval letters, and made recommendations to the CDP Administrator concerning issues of significance. Monitored emerging technical, political, and policy issues regarding chemical demilitarization at the state and federal level and advised the Administrator of issues with potential impact to Oregon’s program. Managed air quality testing projects for Omni, including data review, analysis of results, and report preparation. Supervised five to nine test technicians and conducted performance and salary reviews. Supervised source test crews conducting source emissions tests with a wide variety of EPA test methods. Prepared and conducted training sessions and seminars for industry members on a variety of air quality technical and regulatory issues. Prepared laboratory accreditation applications for the EPA, Oregon Department of Environmental Quality, and other certifying agencies. Prepared test plans and cost proposals for industry clients, including municipal waste incinerators, pulp and paper mills, coal-fired power plants, asphalt plants, petroleum refineries, electronics manufacturing facilities, and mining operations. Designed regulation-compliant custom testing apparatus for unusual emission sources, such as a crematorium and a glass fiber extrusion facility.

Designed and/or evaluated manufacturer’s in-house emission testing facilities, trained staff in EPA-mandated test methods, and reviewed laboratory operating methods to ensure accuracy of test results. Projects for domestic and overseas clients included test facility set-up, new model testing, and analysis of the marketing and regulatory environment in the United States. Contributing writer to industry journals. Conducted training seminars at industry trade shows. Published a quarterly technical journal for members of the solid fuel industry. Special projects included acting as an expert witness for the plaintiff in a product failure lawsuit and providing consulting services to the Australian National Solid Fuel Manufacturers' Association when the Australian government decided to impose regulations on the industry that were similar to those in the United States.
