Tanzania

Served as team lead for rule of law and gender technical support for evaluation of the Women Law and Development in Africa (WiLDAF) Tanzania project funded by USAID. Conducted field visits to project locations for key informant interviews and focus group discussions with justice sector support institutions such as the judiciary, police gender desks, prosecutors, district legal officers, legal assistance providers, and paralegal groups. Presented findings, conclusions, and recommendations to USAID program team and contributed to the writing and editing of the evaluation report.

Tunisia

Directing the Libya National Dialogue program funded by USAID. Supporting the Libyan Constitution Drafting Assembly (CDA), the National Dialogue Preparatory Commission (NDPC) and civil society organizations to promote dialogue on the draft constitution and governance arrangements for Libya.

Cairo, Egypt

Directed ABA-Egypt's USAID-funded grant to support the capacity building for the Egyptian Judiciary working closely with the Ministry of Justice and the National Center for Judicial Studies (NCJS). Provided programmatic guidance on the development of strategic approaches to the public prosecutors' support as well as development of monitoring and evaluation frameworks.

Somalia / Nairobi

Advised governments of Somaliland, Puntland and South Central Somalia on implementation of Justice Sector Workplans to build capacity of justice service providers and communities for promotion of peace, security, and human rights protections. Designed and implemented a comprehensive Training Needs Assessment for the sector and applied findings to the development of a 2-year Capacity Building Action Plan. Worked with Somali partners to design Results-Based Management frameworks to measure results and impact of interventions and progress of planned activities and outputs. Partners included the High Judicial Councils, Judiciary, Office of the Attorney General, Criminal Investigation Division/Police, Ministry of Justice, University Law Faculties and Legal Clinic, and lawyers' associations providing legal assistance and information for the public

Liberia

Policy Advisory, Strategic and Technical Support to Government of Liberia on Justice, Security, Reconciliation, and Elections. Provided policy and programmatic assessments including strategic advice on justice and security and conflict-sensitive approaches to the Office of the Resident Coordinator, UNDP Country Director and, Governance team, and the Government of Liberia. Through delegation by the DSRSG-Rule of Law, led the One-UN technical assistance team for design of implementation matrices for the National Strategic Plan for the Judiciary of Liberia as well as the Ministry of Justice encompassing the Liberian National Police, Bureau of Immigration and Naturalization, Bureau of Corrections and Rehabilitation, Human Rights Unit, and Office of the Solicitor General. Represented UNDP at Liberia Governance and Rule of Law Pillar meeting on Liberia’s Poverty Reduction Strategy. Support to Special Prosecutor’s Office on SGBV protection cases. Served as interim Project Manager for Support to Election Processes project. Designed strategic and operational plan for Government of Liberia’s access to justice policy approach to harmonization of statutory and indigenous customary law and constitutional. Member of UNDP Senior Management Team.‘Delivering as One’ (DaO) UN Programme Support. Member of drafting team for development of Liberia’s Peacebuilding Priority Programme for Justice, Security, and Reconciliation - the UN’s multi-donor funding modality. Led the 2010 Annual Work Planning process under a ‘Delivering as One’ approach for the UNDAF Governance Outcome for Rule of Law with the UN Mission in Liberia (UNMIL) and UNCT. Responsible for the Mid-Term Assessment of the Governance Outcome under the UNDAF and Poverty Reduction Strategy for Liberia. Ensured that human rights-based approaches (HRBA) and conflict sensitive considerations, especially gender and vulnerability, were incorporated into strategic planning and programming for the Country Office.

Juba, South Sudan

Provided overall development and management of a multi-million dollar funded Rule of Law programme for S. Sudan (delivery of $20 million in 2009 up from $5 million in 2006) with a team of over 50 staff; built substantive partnerships with S. Sudanese stakeholders on Rule of Law, Human Rights/Protection, Gender, and Access to Justice activities, and identified appropriate UNDP support to priorities, concerns and needs; provided programme assurance and supervision for the assessment, design, implementation and evaluation of the various programme components including preparation of the Common Country Assessment(CCA)/UN Development Assistance Framework (UNDAF)/ Country Programme Document (CPD)/Country Programme Action Plan (CPAP); Chair of Governance and Rule of Law sector working groups for coordination and UN strategy development with UNCT and UN Mission in Sudan (UNMIS).Led UNDP's initial recovery support to the newly formed Government of Southern Sudan (GOSS) through a two-pronged approach to address ‘supply’ and ‘demand’ justice imperatives as articulated in the Comprehensive Peace Agreement (CPA). The ‘supply’ strategy focused on institutional capacity development through infrastructure, technical advice, training and operational support to key rule of law actors while the ‘demand’ strategy focused on a field-based access to justice initiative including the development of legal advice centres, community awareness and dialogue on law and rights and support to local civil society including liaison with traditional leaders, psychosocial and victims’ protection, peacebuilding and reconciliation advocacy, and quick impact initiatives. Senior Management Team and Resource Mobilization. Member of UNDP Southern Sudan’s senior management team providing leadership in resource mobilization, donor coordination, enhanced delivery in terms of programme and operations, capacity development for national staff, etc..

Sudan

Rule of Law and Access to Justice Technical Support. Served as the senior technical advisor to the Rule of Law team and to Sudanese partners on strategies for harmonizing customary and state-based legal frameworks in compliance with domestic and international legal standards; established UNDP sub-office in Kassala State and, in partnership with a Sudanese NGO, provided oversight for the formation of a legal aid and referral system that combined paralegal services, a lawyers’ network, awareness raising for communities, and training for rule of law professionals; responsible for capacity building and strengthening of customary courts that provide dispute resolution and decision making for limited cases referred by the formal judiciary; served as the chief advisor to UN partners on human rights, legal aid and capacity building activities for Kassala State, Eastern Sudan including outreach to refugee (Ethiopia/Eritrea) and IDP communities. Project Design and Resource Mobilization. Developed project documents and proposals for funding that resulted in the award of $2.2 million for Gender-based Violence focused activities in Darfur.UN Representation and Partner Coordination. Participated in UN interagency working group on Gender-based Violence focused on addressing protection issues in Darfur. In Kassala, participated in multiple coordination mechanisms for UN, Partner, and Government collaboration.

Human Rights Protection Monitoring and Analysis. Foreign Service Officer with various temporary duty missions. Served as the Protection Officer on Darfur, Sudan with the Disaster Assistance Response Team (DART) through the Office of Foreign Disaster Assistance and the Office of Transition Initiatives (OTI). Duties included assessment and monitoring human rights and protection issues for IDP populations affected by the conflict and humanitarian crisis in Darfur and liaising with UN, INGO, NGO, and civil society actors (October 2004 –March 2005). Conducted research on issues related to legal empowerment and conflict transformation issues particularly surrounding gender-based violence, customary law, and land rights in the Darfur states. Contributed analysis of the use of rape as a genocidal tactic in Darfur. Represented USAID at Darfur-based working groups and coordination meetings on protection and SGBV issues.Programme Planning and Strategy Development. With the USAID/Regional Economic Development Services Office (REDSO)/Kenya, provided advisory assistance on the refinement of a regional, cross-border conflict strategy; developed a performance monitoring plan (PMP) for the conflict strategy; drafted various obligation instruments; provided technical advice on implementation of conflict management strategy to USAID/REDSO Mission in Nairobi, Kenya (June through September 2004); worked with USAID contractor on implementation of conflict/rural development programme; served on a technical review committee for access to justice programme for USAID/Malawi; and developed procurement documents for Community Development and Reconciliation for Democracy/Governance programmeof the USAID/Rwanda mission; integration of gender issues into all conflict-related programming; received training and certification in financial management, contract and grants management and supervision courses, and Planning, Achieving, and Learning for evaluation of results-based management.

Ethiopia/Kenya

Washington, Nairobi, Khartoum

Programme Management. Provided overall programme management for this non-profit organization working in the Horn of Africa (Eritrea, Ethiopia, Kenya, Somalia, and Sudan) on issues related to the promotion of peace, democracy, and human rights and the inclusion of women in these processes. Developed programmatic focus in the areas of democratization, civil society development, human rights education, and legal rights advocacy incorporating national constitutions, customary legal mechanisms, religious law, and international legal frameworks. Brought together diverse sectors of civil society and government to promote democratization and peace in communities that experienced dislocation due to civil conflict and are attempting to rebuild their lives within the framework of democratic transition. Projects Developed. Projects included participation in the Tokyo War Crimes Tribunal, SIHA (Strategic Initiatives for the Horn of Africa) Network Development, and Multidisciplinary Research with Ahfad University and University of Khartoum on "Building Constituencies for Peace and Human Rights".Training. Trained Sudanese academics on participatory research methodologies for conflict-related studies.

Ethiopia

Programme Management and Representation. Directed the Civil Society Development Programme in NDI’s Ethiopia field office. Served as NDI representative for liaison with Ethiopian government officials including partnerships with election boards, various ministries, and leadership of major political parties. Analyzed political developments in the country and monitored the 1995 national parliamentary elections. Technical Assistance and Training for CSOs. Provided technical assistance and training to Ethiopian NGOs in programme design, organizational development and proposal writing in the areas of civic education, election monitoring, governance, human rights, legal advice, and increasing women's participation in civil society development. Designed and implemented a constitutional rights/democratization training programme for trainers, community development educators, and local/national government officials. Administered community sub-grant programme to local NGO civic associations. Research. Conducted participatory action research assessment of 500 Ethiopian women to determine needs for civic education and legal education programming. Partnerships and Coordination. Served on U.S. Ambassador’s relief and development NGO Coordinating Committee. Coordinated activities with government officials of the United States, Ethiopia, and other international partners and embassies.
