As Director of the National Academies Innovation Policy Forum, Dr. Shivakumar regularly convened high-level discussions through briefings, workshops, and conferences among U.S. and foreign policymakers, business leaders and academic experts. These discussions focused on policies and programs supporting innovation partnerships, advanced manufacturing, knowledge-based economic development, intellectual property, and the impact of new technologies on economic growth. Under his leadership, the Forum also sought to highlight the impact of global innovation policies and programs, including those of China, on the sustainability of the U.S. science and innovation infrastructure.

* Directed interdisciplinary policy research and analysis relating to advanced manufacturing, technology, innovation, workforce, and entrepreneurship that led directly to legislation and new administrative initiatives by the federal government.* Developed funding for studies and convened high-level NASEM study committees to foster national consensus on key issues in technology, manufacturing, and innovation policy.* Organized national symposia and meetings, drawing in policymakers, business leaders, and academic experts to inform policymakers and the public of issues of current relevance.* Edited and drafted over 30 workshop and consensus reports and ushered them through the Academies review process for publication by the National Academies Press.* Disseminated study recommendations through oral briefings to senior U.S. and state government officials, members of Congress, and staff, as well as through keynotes and presentations to relevant national organizations.

* Supply Chain for Middle-Skill Jobs: Director for this major review chaired by Senator Jeff Bingaman of preparation pathways and policies to support the skilled technical workforce.* Assessment of the SBIR and STTR Programs-Phase II: Director of this congressionally mandated evaluation of these U.S. technology innovation programs. This set of six assessments contributed directly to the Congressional reauthorization of the SBIR program as well as reform of the program by the administering agencies.* Best Practices in National and Regional Programs for Flexible Electronics: Director of this congressionally requested study of policies to advance manufacturing in emerging technologies.
