Manage risk and compliance for the organization. This includes identifying, assessing, and controlling risks, ensuring compliance through audits and reporting, and implementing improvements. Additionally oversee complaint mechanisms, advise and train staff on various compliance topics, and document best practices to strengthen risk management framework.

-As part of IRC’s Strategy 100, Provide support to IRC Pakistan to expand on their commitment to delivering impactful programs and services.-Focus on raising program quality through incorporating client voice into program design and delivery; improving the use of data and other evidence; knowledge management; empowering decision-making with data; and creating more agile, impactful, outcome-driven program design.-Support the design of evaluable, data-driven, client-informed programs and lead development, implementation, and monitoring of strategies and tools to measure impact and advance learning across project cycles.-Facilitate and enhance the utilization of data throughout the organization, encompassing the development of capabilities, streamlined processes, and innovative products.

To manage, strengthen, and provide strategic direction to the IRC Pakistan Country Program’s Monitoring, Evaluation, Accountability and Learning (MEAL) Policies and Procedures, ensuring cross-learning among projects, creating systems for accountability to beneficiaries, donors and other stakeholders, and to build capacity of MEAL staff. The Senior MEAL Manager will be responsible for supervising MEAL activities, and assessments required for proposal development. The Senior MEAL Manager will work closely with IRC program teams and partner staff to develop high quality monitoring systems and tools which address indicators set out in project proposals. He/she will ensure that learning from projects is systematically captured and used throughout the country program. He/she will also take learning needs into account, and develop.

Works in close collaboration with program, grants, and support teams to optimize monitoring, evaluation, accountability, and learning capacities and opportunities of the IRC mission in Myanmar to ensure high-quality programming for the clients we serve and support the global ambitions of IRC Strategy 100, especially the Data Ambition, and the Country Strategic Action Plan.

• Review IRC policies and consult with IRC management, Program staff, local partners, beneficiaries, and other stakeholders to get their feedback on the complaint response mechanism,• Develop a comprehensive CRM Framework with clear policy and procedures based on IRC accountability policies and feedback from IRC management, community and other stakeholder of IRC:• Train staff on CRM framework, enable them to sensitize the communities to use their right of complaints and investigate complaints;• Facilitate program team to develop quality standards for their program interventions and ensure the placement of these standards in the form of accountability banners at common community places i.e. School, health center, distribution points, training venues etc.;• Develop a comprehensive system to receive complaints, categorize, investigate and report;• Monitor complaints received and response (follow up) processes through developing and maintaining a logging or tracking mechanism.• Adapt and improve the CRM based on monitoring of its effectiveness, analyze the patterns and trends of complaints to improve the programming• Work closely with global and regional integrity and accountability colleagues to strengthen the system in Pakistan and improve coordination and communication flow.

Main component of the project Livelihood recovery by, Vouchers, CFWWork with CRS and partner staff to implement high quality project activities for this phase of emergency response, including cash grant, commodity voucher, and CFW activities. While the activities will be mainly implemented by partner organizations, I am responsible to ensures timely and quality implementation within CRS’ PQ standards. This includes managing partner staff and supporting beneficiary selection and registration, tools and systems development, community mobilization, distribution, voucher redemption, monitoring and evaluation, coordination, and reporting activities.
