Oversaw a $15 million annual budget marine energy technology development program to enable an emerging U.S. renewable energy sector to be cost-competitive by 2030. Led a core team of five engineers and analysts, directed a matrix network of scientists and engineers at national laboratories and private companies across the country. Set the strategic direction to develop and test marine energy-specific components, integrate and validate new capabilities with large scale system demonstrations, while conducting discovery and fundamental research to inform future direction. Defended program budget and scope annually through deep-dive presentations with executive leadership and merit reviews with key industry stakeholders. Defined project scope, schedules, metrics, and milestones, monitored weekly status, escalated issues, outlined dependencies, and solutions for mitigating risks.
