Team Leader: • Leading a team of 07 Officers and 08 Engineering Assistants in addition to contractual manpower of 40 nos.Procurement and Contracts Management• Headed centralized Planning function of Instrumentation (Automation System) Department, collected requirements from different unit engineers to finalize RFPs and carried out Centralized Procurement for the department, lining up of contracts, execution of in-house projects. Project worth Rs. 300 Million were executed in the FY2022 & FY2023.• Lined up approx. 15 nos. Annualized Rate Contracts with no minimum binding quantity to ensure minimum inventory and to reduce the overall costs. Spare inventory reduction of Rs. 15.0 Million ensured in FY2022-23.• The largest single value Lumpsum Turnkey contract handled amounted to approx. Rs. 25 Billion. • Procurement contracts with staggered deliveries were lined up thru’ Government e-Marketplace (GeM) portal to avoid stocking excess material at any point. • Carried out Reverse Auctions to obtain competitive bids.• Hands on experience of using SAP for Purchase Requisition creation, online e-tendering portal (Central Public Procurement Portal of Govt. of India) and GeM portal for issuing RFQ and order placement.• In case of critical materials/ contracts, tender quantities are split between two or three bidders in ratio of 60:40 or 50:30:20 respectively strategically to ensure reliability of supplies.Budget Control• Prepared the Annual Budget Estimate for the Project and ensured compliance to the Budget expenditure. Carried out periodic review after 06 months to identify gaps and obtained timely approval for Revised Budget.

Major Projects Handled: Handled Projects in the areas of Refinery expansion, Petrochemical integration, Thermal Power Plants, Hydrogen Generation Unit, Roof top Solar power plant etc.Project Management• Experience in all Project Phases starting from Detailed Feasibility Report (DFR) preparation, proposal preparation for Board approval, lining up of Consultants/ Lumpsum Turnkey Contracts/ Purchase Orders, Finalization of Engineering Design Basis, Purchase & Works Procedure, Material expediting, Change Order/ Time extension settlements, Spares hand over, and Project Closure.• Well versed with Public procurement policy (as IOCL is Public Sector Undertaking) and carried out procurement and tendering as part of Project execution team.• Reviewed the Project Planning Packages submitted by Consultants/ EPC contractors in Primavera for various projects and identified the Critical Path/ Bottlenecks of the Project. Monthly review meetings, Regular follow-ups, vendor-visits and Risk mitigation measures were taken to ensure compliance to project schedule.• Used SAP extensively for purchase requisition generation, billing, budgeting, invoice processing, material codification, viewing inventory, stock overview and other reports etc.• Hands on experience of using SAP for Purchase Requisition creation, online e-tendering portal and GeM portal for issuing RFQ and order placement. • Provided inputs for obtaining EPCG license to take the benefits of reduced custom duties. Saved Rs. 50 Million.Change Management:• Saved approx. Rs. 140 Million in handling major change order proposals from Consultants for various projects. • Incorporated Change Order settlement provisions in Consultancy tenders to eliminate subjectivity because of varying productivity of Design Engineers. Stakeholders Management• Liaisoned with Vendors, Contractors and Consultants for timely completion of the Project. Completed Delayed Coker Unit Project at Barauni Refinery in record time of 36 months.

• Worked as Performance Tester of Plant Automation System of Honeywell. Set-up test bench for performance checking of Honeywell's Plant Automation System.• Developed test cases and tested Software packages of Honeywell with different Manufacturers of industrial measuring Instruments and resolution of issues in co-ordination with development team.• As part of marketing support team, installed and configured Honeywell’s Automation solutions during Honeywell User Group Demos in Austria and USA.• Worked on virtual machines using VMWare technology and installed & tested Honeywell’s Automation system on virtual machines

Worked as Instrumentation Engineer responsible for execution of Green Field Alumina Refinery Project• Involved in execution of field Instrumentation activities from construction phase till commissioning of the Project. Liaison with vendors/ contractors to get the job done timely.• Worked along with Design team of Honeywell Automation India Ltd. (HAIL) for 2 months at their works in Pune. HAIL was automation vendor of Vedanta.• Involved in interlock checking, logic checking and system checking as part of team for Factory Acceptance Test (FAT) at Honeywell, Pune.• Carried out loop tuning of critical and complex control loops. Carried out Calibration/ configuration of field instruments such as Pressure Transmitters, Temperature Transmitters, Differential Pressure Transmitters, Control Valves, Radar Level Transmitters & Magnetic Flow meters using HART communicator.
