Ms. Susan Binder has brought her extensive public sector knowledge and experience to solving problems that require interdisciplinary skills and sensitivity to the dynamics of large and small groups. During her distinguished Federal career which spanned USDOT, FHWA, OMB, the US House and the US Senate, she earned the trust of political leaders and civil servants while championing a results based agenda as evidenced by appointment to serve as Executive Director for the National Surface Transportation Policy and Revenue Study Commission. She is known as a strategic thinker, bringing her into close and trusted collaboration with State DOTs and MPOs in both operational and policy circles. Ms. Binder served as FHWA’s Deputy Associate Administrator for Policy and Governmental Affairs, including responsibility for the agency’s strategic planning initiatives. Her national policy acumen has been built on her headquarters’ experience as well as her field experience as Maryland Division Administrator (the first woman in the country to hold this office). She participated first hand in the development and implementation of Federal surface transportation legislation over more than 10 Federal reauthorization cycles and thus knows the transportation community and the technical aspects of funding and financing from its many levels, modes and perspectives. She is a member of the Board of the Women's Transportation Seminar Foundation.
