Responsible for assisting the Commission with the development, implementation, and enforcement of utility quality of service rules, orders and policies and providing consumer education on matters related to electric, natural gas, telecom and cable needs. Oversight of a joint DHS Michigan Energy Assistance Program which provides $90M in low income energy assistance grants to partner agencies. Division activities include: responding to inquires from the public and resolving utility and alternative supplier customer complaints, tracking complaint data, identifying trends, working with companies to institute changes to avoid customer problems, providing consumer information and outreach, and participating in the development and implementation of programs for low-income customers.Manage the Energy Grants Section which monitors grantee expenditures that support low income energy assistance payments and program services to assist household to become energy self-sufficient. Interaction with DHS, Coalition to Keep Michigan Warm, stakeholder agencies to ensure grant program is running effectively. Member of the National Association of Regulatory Utility Commissioners Staff Sub-Committee on Consumer Affairs and Sub-Committee for International Relations.

Overall responsibility for the following DELEG agencies as well as central functions of the Department: Workers' Compensation Agency, Workers' Compensation Magistrates and Appellate Commission, Michigan Occupational Safety and Health Administration (MIOSHA), Wage and Hour Division, Michigan Employment Security Board of Review, Office of Audit and Financial Compliance, Unemployment Insurance Agency, and the Commission on Spanish Speaking Affairs
