Coordinate, design and implement federal compliance processes, policies, and activities related to the American Rescue Plan State and Local Fiscal Recovery Funds and the Emergency Rental Assistance program. This work includes coordination with all levels of the local government as well as external partners.

During COVID-19, I have worked primarily on federal funding awarded to address the coronavirus health emergency. Major accomplishments and roles include:• Coordinate the spending, compliance and reporting of over $133 million in Coronavirus Relief Fund (CRF) dollars from the U.S. Treasury. Coordination occurs across every Metro Government agency and every program and project funded in part or in whole by CRF payments.• Serve on team of key OMB and Mayor’s Office staff who develop COVID-related policies and processes and hold regular meetings with grant representatives across Metro Government• Create, maintain and distribute COVID funding information for use among Louisville Metro Government leadership. Information includes potential opportunities, applications submitted, awards received and current status of awards• Issued and manage five CRF-funded subawards• Trained Metro Government staff on management of their own CRF-funded subawards• Provide technical assistance for multiple COVID-related grants and Metro programs, including eviction prevention, small business grants, public health grants, mortgage relief, emergency rental assistance, HUD-funded housing programs and other grants and projects as needed

Provide technical assistance, training and tools to Metro agency staff working on federally funded projects - Developed new delivery models for disseminating compliance requirements - Develop and present trainings to Metro agency program staff and government-wide grant representatives - Wrote and implemented Metro-wide compliance policies, including the Subrecipient Management Policy Manual - Key member of Louisville Metro Government’s Grant Team, headed by the Mayor’s Office, which works to develop grant standards across the governmentDecrease potential audit findings for grant-funded programs - Coordinate funder audits/monitorings and assist grant program staff in mitigating findings - Coordinated a Department of Justice audit of six Metro grant programs across four agencies - Conduct internal monitorings to identify areas of programmatic and financial noncompliance prior to funder audit/monitoring - Serve on team that reviews Metro’s Single Audit SEFA, with no findings for four years

Performed 2 CFR 200, fund source, Neighborhood Development Fund, and other monitoring for grant purposes. Ensured Metro programs and agencies adhere to federal and fund source requirements.

I was successful in securing program, capacity building, and capital grants from public and private grantors. My primary duties included: writing all grant proposals; researching grant opportunities; identifying funders aligned with the organization’s mission; managing all public and private grants, which includes ensuring all grantor, financial, regulation, and outcome requirements are met; completing all grant reports, in cooperation with program directors; developing grant budgets; developing and maintaining grant database; coordinating with programming staff and organizational leaders; communicating and meeting with current and potential funders; and providing facility tours for funders.
