As the Comprehensive Planning Manager, Susan was responsible for the division's overall supervision, direction and budgetary responsibilities. She served as project manager for numerous projects that addressed issues relating to revitalization, redevelopment, open space and trails, transportation, and code revisions. Susan was also responsible for historic preservation activities, projects and programs; including being the staff liaison to the Landmarks Commission.Susan coordinated and implemented public facilitation and outreach efforts associated with her projects and activities related to historic preservation. Technical reports were prepared and findings presented to elected officials and interest groups.

Susan was the staff liaison to the Historic Preservation Commission and the point of contact for applicants, consultant, commissioners, and the public regarding historic preservation regulations and processes. Responsible for site selection, design, and implementation of the Parker Preservation Park and updating the historic preservation ordinance and by-laws. Facilitated the relocation of a historic building threatened by demolition. Developed the historical interpretive signage program and historic walking tour brochure.

She conducted special projects specific to the overall administration of the county and recommended to elected officials proposed land use legislation and county-wide operating budgets.

She was responsible for all planning functions including development review, zoning enforcement, and long-range planning for an unincorporated rural mountain county with a population of 9,800. Susan was instrumental in a complete re-write of the land use regulations, including zoning and subdivision standards. She was also a hands-on project manager for a wide variety of planning projects in addition to processing rezoning, division of lands, subdivisions, design review, and other land use cases. Susan was instrumental in obtaining an Energy/Mineral Impact grant for $70,700 to conduct phase I of an aerial survey project and a $10,000 matching grant from DRCOG for technical assistance toward master planning.
