Co insolvent and served as its first Receiver; supervised review of Public Auditor of American Mutual which had provided a clean financial audit ten months before insolvency of company; adjudicated insurance rate hearings and disciplinary actions against Blue Cross/Blue Shield and other health insurance companies.

Litigated Auto, workers compensation, medical malpractice, medex and non-group health insurance products and rates; resolved rating crisis in workers compensation system; chaired group of industry leaders, agents and consumer groups evaluating competitive market for auto insurance.
