Territory included portions of Galveston, Chambers, Jefferson, Hardin, Harris and Liberty counties. Served as Entergy's local economic development, governmental relations and media relations contact. Earned three-year designation as Certified Community Developer on March 1, 2003, from the Community Development Council. Training was on the University of Central Arkansas campus and took place over a three-year period, culminating with certification after successfully passing the test. Gilley chose not to recertify after the inital three-year certification. She is also a 2004 graduate of the Leadership Southeast Texas program, which has a stated mission of promoting "better understanding of the nine counties that comprise Southeast Texas, namely Bolivar Peninsula of Galveston County and Chambers, Hardin, Jasper, Jefferson, Liberty, Newton, Orange, and Tyler counties."

Built a strong Entergy relationship in Monticello, AR, a hub municipality in Southeast Arkansas; enlisted influential third-party supporters in grassroots efforts to win support for the company's Transition to Competition effort during 1999 legislative session ; repeated that effort in Texas in 205 by winning political support for an effort to win legislative support to recover Transition to Competition costs in Texas. (Because Entergy service territory emcompasses a multi-state area, state regulators ultimately did not support having the company become part of the competitive marketplace as a electric provider.)

Provided communications support to Customer Service, Regulatory and Governmental Affairs organizations in Texas and Southwest Louisiana, including serving as spokesperson for daily and weekly newspapers, radio stations and television stations throughout the Southwest Louisiana and Southeast Texas areas. Included coaching executives, preparing and presenting speeches and editing a quarterly newsletter to community leaders focusing on issues related to the impact of the GSU-Entergy merger. Gilley is a 1996 graduate of the Leadership Beaumont program, sponsored by the Beaumont (TX) Chamber of commerce with the stated mission of identifying, cultivating and developing "leaders who will serve and positively impact our community."

Because of efforts to place costs associated with the construction of the River Bend Station nuclear plant into rate base, Gilley had extensive interaction with regional and national financial and trade press.
