I recently assumed the role of independent Market Expert in support of the Governing Body of the Western Energy Imbalance Market (EIM), providing opinions and briefings to the Governing Body and the EIM membership on market design changes developed by the California ISO and its stakeholder groups. Until June 2022, Dr. Pope was a member of a team of economists that has worked with the New YorkIndependent System Operator, PJM, the California ISO, the Midwest ISO, the OntarioIESO and ISO-New England, as well as with organizations in other regions, on the designof rules for the operation of wholesale electricity markets. Throughout her career, Dr.Pope has also worked for other electricity sector clients, providing advisory services toestablished companies and market entrants facing a range of strategic decisions.Dr. Pope’s knowledge of the operation of electricity markets facilitates the proposal ofnovel contractual solutions to business situations. She and her colleagues developed innovations that are widely used in electricity markets today,such as financial transmission rights (FTRs), auction revenue rights (ARRs), auctionsof FTRs and ARRs, scarcity pricing, fast-start pricing, and extended locational marginal pricing (ELMP).She specializes in the economic and public policy analysis of electricity markets, advising clients on the design, improvement, and performance of bid-based electricity spot markets, capacity markets, and ancillary service markets. Dr. Pope advises clients on the potential business risks and benefits of alternativebusiness ventures, electricity market rules, or regulatory outcomes, supporting this advicewith detailed market research, economic analysis or modeling to the extent required.Dr. Pope works with coalitions of clients and stakeholder groups and is experienced insimplifying the communication of technical ideas during regulatory proceedings,and meetings of senior executives.Dr. Pope has provided written and oral testimony in several cases before the FederalEnergy Regulatory Commission and has played a key role in a number of high-stakes proceedings,advising on case strategy and coordinating testimony and analyses from multiple parties.She has been a speaker at many industry conferences over the years.
