Lancashire Violence Reduction Network

I serve as head of this multi-agency team, drawing in senior partners from policing, health, education, youth offending, social care and local government; seeking to mitigate violent crime in the community and its underlying causes. I have secured active contribution from all parties through presenting a clarity of vision on how this network can positively influence and benefit all agencies. Having conducted an in depth needs assessment, I went on to create a viable and resilient strategy and delivery plan. Exercising my strong project management skills, I created a robust five year plan to reduce violence throughout Lancashire through the identification and mitigation of the causes of serious violence. My leadership has drawn the partnership together; ensuring that a wide range of workstreams cohesively deliver positive results.

Trauma Informed Care Safeguarding Partnerships

As organisational lead, I drew together multi-agency partners to promote the application of workforce trauma informed practice and to understand and accommodate the impact of adverse childhood experiences. This potentially therapeutic methodology served as a pathfinder to the current Violence Reduction Network; proving its value in encouraging agencies to begin addressing the causes of service demand around safeguarding and anti-social behaviour. I coordinated the approach to new multi-agency safeguarding arrangements across Lancashire to improve the effectiveness of local safeguarding. Within this challenging role, I drew together local authorities, police and health colleagues to reach agreement on a single and cohesive and child safeguarding board for Lancashire. Managing differing priorities and drivers, I exercised exceptional influencing and negotiation skills to secure buy in from all parties; delivering a successful outcome. Lancashire was the first county in the UK to successfully reach this significant change.

Crime

I served as the head of crime operations and detective resources throughout Lancashire; leading a staff of over 600 across all criminal investigation teams and managing a budget of £3m. Overseeing the management of public protection and major and serious offending, I ensured investigations were completed to the highest standards. I promoted understanding around vulnerable victims and offenders; leading work that produced positive change in the provision of meaningful support. I managed the overall tasking and coordination of resources and conducted risk assessments; at a local and national level. Responding to reductions in funding, I managed exceptional demands; delivering excellent service whilst implementing a programme of staff wellbeing measures.

On an on call capacity, I responded to high risk, high threat, evolving events across Lancashire.

Public Protection Unit

With responsibility for a large portfolio, I managed safeguarding, offender management, high risk sexual and violent offenders, gangs and youth offending. I built and maintained robust relationships with community partners; chairing safeguarding boards and serious case and domestic homicide reviews. I held organisational responsibility for the investigation and mitigation of domestic abuse, honour based violence and forced marriage and human trafficking offending. On promotion, I served as head of this command. I led a challenge to offending around domestic violence, stalking and honour based violence and child abuse; securing significant cultural change to improve outcomes around these sensitive crimes. As Chair of a Multi-Agency Public Protection Agreement (MAPPA), I led on the supervision of high harm individuals and sat on national boards and was influential at a national level in developing guidance on the policing of street sex work.

Operational Policing

I held responsibility for 400 staff, delivering operational and neighbourhood policing to a large geographical area. Working in collaboration with local partners, I secured crime reduction and delivered safeguarding and counter terrorism initiatives and led significant public order operations including a significant risk English Defence League rally.

Criminal Investigation Department

Challenging crime across a wide geographical area, I managed a wide range of cases including fraud, burglary robbery and serious violence; supervising crime scenes and complex investigations. I led a proactive intelligence unit and oversaw a specialist sexual offences team; managing highly sensitive, sexual offence cases with an exceptionally tactful and thoughtful approach. I delivered effective investigation, evidence gathering and forensic management.

In addition to my regular role, I provided response to threat to life incidents ranging from kidnaps, sieges and individuals in crisis threatening suicide.

Operational Policing

I built a strong foundation of enquiry, observation and personal interaction; initially working as part of a response team tasked with the immediate reactions to critical incidents. I moved to detective duties; investigating cases from acquisitive crime to serious violence. I delivered exceptional results in a wide range of roles, developing expertise to enable my progression to senior leadership.
